According to information from the Investment Electronic Newspaper (Baodautu.vn), the Ministry of Natural Resources and Environment has just sent an official dispatch to the Ministry of Transport on measuring, observing, investigating, surveying and evaluating marine resources of the offshore wind power project of Bitexco Energy Joint Stock Company.
In this document, the Ministry of Natural Resources and Environment said that on April 5, 2022, Bitexco Energy Joint Stock Company requested a policy to survey, monitor and evaluate marine resources to prepare a feasibility study report for the offshore wind farm project near Bach Long Vy island to send to the Ministry of Natural Resources and Environment.
To have a basis for approval for Bitexco Energy Joint Stock Company, the Ministry of Natural Resources and Environment requests the Ministry of Transport to comment on the suitability of the marine area proposed by Bitexco Energy Joint Stock Company to research and survey with the industry planning; issues related to maritime traffic, maritime channels and other related issues.

It is known that Bitexco Energy Joint Stock Company requested to be assigned/recognized the sea area off the coast of Bach Long Vy Island, City. Hai Phong follows the principle of not collecting fees to use the sea area, in order to conduct surveys to prepare additional planning documents for the Bach Long Vy Island Offshore Wind Power Plant Project with an estimated installed capacity of 3,300MW.
The area of marine area that this investor requests to use is approximately 60,000ha (600km²), within a period of 24 months from the date of written approval from the Ministry of Natural Resources and Environment.
The Bach Long Vy Island Offshore Wind Power Plant Project or Bach Long Vy Offshore Wind Farm has a scale of construction and operation of 3,300MW of offshore wind power. The project is divided into 2 phases, of which phase 1 has a capacity of 800 MW and will be put into operation in 2030; Phase 2 with a capacity of 2,500 MW will be put into operation in 2035.
Total investment capital of the Project is 256,000 billion VND (about 11 billion USD). Capital is arranged by businesses and borrowed from domestic and foreign credit institutions.
Bitexco Energy Joint Stock Company proposes to build a 500kV/220kV transformer station on the mainland (expected in Tien Lang district, Hai Phong), a 220kV station on Bach Long Vy island and deploy a 500kV connection line to the 500kV Hai Phong station as well as build a 220kV underground cable line from the transformer station. 220kV on the island to the mainland.
