Vice Chairman of the City People's Committee Nguyen Duc Tho emphasized that these are two very important traffic projects that have received the attention and leadership of central and local levels in recent times. However, up to this point, the Project still has many problems and has not met progress requirements. The Vice Chairman of the City People's Committee requested the two districts of Tien Lang and Kien Thuy to quickly resolve the ground issue; At the same time, request departments, branches, project management boards, project enterprises, and contractor partnerships to remove obstacles in both site clearance work, capital sources and construction organization, ensuring the completion of projects according to the committed schedule.
For the investment project to build coastal roads in the form of BOT, the Vice President requested the project enterprise to focus on directing, operating, and allocating resources to urgently execute the construction; Project enterprise leaders must be responsible to the Government and the Secretary of the Hai Phong City Party Committee if they do not ensure the progress of completing the entire project before May 30, 2023.
For the investment project to build an expanded coastal road (using private capital), the Director of Hai Phong Traffic Construction Investment Project Management Board is required to direct and speed up the progress and be responsible to the Chairman of the City People's Committee for the implementation progress. The Project Management Board needs to review the progress of the BOT Project and report daily to the City People's Committee on developments on the construction site regarding labor and construction vehicles along the entire route. Along with that, build progress milestones for each stage to check, manage, and apply contract penalties if the investor does not complete as planned. For the 9km section of the route in Thai Binh province (belonging to the BOT Project), it is recommended that the locality complete site clearance work soon to serve project construction.
According to the report, up to this point, for coastal road projects in the form of BOT, the project enterprise has implemented a value of more than 1,150 billion VND out of a total of more than 3,000 billion VND, equivalent to 38% of the BOT contract value.
The expanded coastal road project's implementation value is estimated at 219 billion VND out of a total of more than 683 billion VND, equivalent to 32% of the contract value. Regarding land, the project still has 2 households of the BOT project, of which 01 household in Kien Thuy district and 01 household in Tien Lang district.
