On the afternoon of December 24, the People's Committee of Thuy Nguyen district held a press conference to inform about forced land recovery for land clearance for 5 households implementing the Vsip Hai Phong project (construction item of Vu Yen 1 bridge and access road) in An Lu commune. Vice Chairman of the District People's Committee Bui Doan Nhan chaired the press conference, and attended by representatives of functional departments and authorities of An Lu commune.

Information at the press conference, Vice Chairman of Thuy Nguyen district Bui Doan Nhan said that the construction project of Vu Yen 1 bridge and path under the Vsip Hai Phong project in An Lu commune has a total area of 22 hectares for 295 households. Implementing the land recovery policy of the City People's Committee, the People's Committee of Thuy Nguyen district has established a site clearance working group, implementing steps according to the correct order and procedures and at the same time issuing a decision approving compensation and support plans for organizations, households, and individuals subject to land recovery, ensuring publicity, democracy, and in accordance with the law.
In addition, the process of land acquisition, compensation and site clearance support, petitions from households have also been directed by the District People's Committee to review, verify, dialogue and directly resolve in writing, in which policy mechanisms have been applied at the highest level.
However, some households have not yet received compensation or handed over land, affecting the project progress. On December 19, the District People's Committee issued decisions to enforce land recovery for 9 households within the land recovery boundaries and construction planning for main roads, service roads, and corridor land. Through persistent advocacy and persuasion, as of noon on December 23, 4/9 households had voluntarily handed over the land, the remaining 5 households had not yet handed over the land, including Mr. and Mrs. Pham Van Phat, Tran Van Gon, Hoang Van Manh, Hoang Van Hung, and Tran Van Dua.
According to Vice Chairman of Thuy Nguyen District People's Committee Bui Doan Nhan, the land acquisition process for site clearance to carry out the construction of Vu Yen 1 bridge and path under the Vsip Hai Phong project has received high approval from the people and is being urgently implemented by the contractor. For the remaining 5 households, the recommendations have been reviewed, considered and resolved, ensuring maximum benefits. Therefore, if households still deliberately do not hand over land to implement the project, the Land Acquisition Enforcement Board will conduct land recovery for households from December 25, 2017.
