(Chinhphu.vn) - Hai Phong city topped the 2024 Administrative Reform Index rankings with a result of 96.17%, 4.3% higher and increased 01 ranking level compared to 2023. This is the second time Hai Phong city has led the country in the Administrative Reform Index (the last time was 2021).

On April 6, Prime Minister Pham Minh Chinh chaired the regular Government meeting in March 2025. The meeting was held directly at the Government Headquarters bridge, online with bridge points at the People's Committee Headquarters of provinces and centrally run cities.
At the meeting, Minister of Home Affairs Pham Thi Thanh Tra reported and announced the results and rankings of the People's Satisfaction Index with the services of state administrative agencies in 2024 and the 2024 Administrative Reform Index of the People's Committees of provinces and centrally run cities.
Minister Pham Thi Thanh Tra said that 2024 is the 13th year that the Ministry of Home Affairs has evaluated and determined the PAR Index of the provinces. The Ministry of Home Affairs has approved a new set of evaluation criteria to amend, supplement and update evaluation criteria and methods to suit reality and contribute to promoting ministries, branches and localities to successfully implement the PAR goals and tasks assigned by the Government in Resolution No. 76/NQ-CP.
Accordingly, the Provincial PAR Index includes 8 assessment areas, 38 criteria and 88 component criteria; The total evaluation score is 100 points, of which 68 points evaluate the results of administrative reform and implementation of socio-economic development targets, 32 points evaluate the impact of administrative reform through sociological investigation.
To determine the 2024 Administrative Reform Index, the Ministry of Home Affairs conducted a survey of more than 85,600 votes, of which 36,525 votes were from people to measure satisfaction; 49,159 electronic questionnaires surveyed target groups of officials, civil servants, and management leaders at ministries, localities, associations, and unions.
63/63 localities all achieved PAR Index results of over 80%
The results show that the 2024 administrative reform index of provinces and cities continues to maintain positive growth, with the highest average value ever, reaching 88.37%, 1.39% higher than 2023. This is also the second consecutive time that 63/63 localities have achieved an administrative reform index of over 80%.
According to statistics, 53/63 localities have an increase in the PAR Index compared to 2023, the highest increase is Binh Thuan (+6.39%), the lowest increase is Lai Chau (+0.19%). However, there are still 9 localities with a decrease in the index, but the decrease is not significant, the province decreased the most by 2.94% and the province decreased the least by 0.21%.
According to assessment, Hai Phong city topped the 2024 PAR Index rankings with a result of 96.17%, 4.3% higher and increased 01 ranking level compared to 2023. This is the second time Hai Phong city has led the country in the PAR Index (the last time was 2021); In the 13-year history of evaluation, Hai Phong has been in the top 5 localities leading the country in terms of the PAR Index for 12 consecutive years, of which 7 years it was ranked 2/63.
Strong administrative reform efforts have helped Hai Phong city create miracles during the innovation period; In 2024, Hai Phong becomes the first and only locality in the country to achieve double-digit growth for 10 consecutive years; Attracting foreign investment FDI reached 4.7 billion USD, 2.35 times more than the plan.
Ranked 2nd/63rd is Ba Ria - Vung Tau province with a result of 93.35%, up 3 ranking levels compared to 2023. Administrative reform of Ba Ria - Vung Tau province always receives close, drastic and creative direction from the Provincial Party Committee and People's Committee leaders; In 2024, the level of people's satisfaction with the quality of public service provision in the province will be very high (reaching 90.09%); is a pioneer locality in implementing a 100% tuition exemption policy for high school students (to date it has been replicated nationwide); GRDP growth in 2024 reaches 11.72%, the highest level in the last 10 years; Attracting FDI investment of more than 2 billion USD, an increase of more than 2 times compared to 2023,
Some other localities have also shown outstanding progress and achieved very positive results in administrative reform work, such as: Hanoi ranked 3/63, reaching 92.75%; Quang Ninh ranked 4/63, reaching 91.49%; Thai Nguyen, ranked 5/63, reaching 91.47%.
At the bottom of the 2024 Administrative Reform Index ranking is Cao Bang province, reaching 82.95%, however, this result is still 1.63% higher than the unit ranked last in the 2023 Administrative Reform Index ranking (An Giang, in 2023 only reached 81.32%).
Through assessment, in 2024, Cao Bang province's administrative reform work has made significant progress, the Administrative Reform Index grew by 0.98% compared to 2023, however, the implementation of some reform contents is still limited and has not met the proposed requirements, such as: Slow processing of illegal documents that have been concluded and recommended by competent authorities; Slow synchronization and publication of administrative procedure records on the National Service Portal; Discipline and administrative discipline in some places are not strict; Slow issuance of documents related to public asset management; The efficiency of providing online public services and digitizing documents and records is still low...
In addition, some other localities also showed quite low PAR Index results in 2024, including Bac Kan, reaching 84.23%, ranked 60/63; Gia Lai, reaching 84.01%, ranked 61/63 and Lam Dong, reaching 83.11%, ranked 62/63.
Administrative reform has seen clear changes
Comparing the results of 8 component indexes shows that in 2024, 6/8 component indexes will increase; The highest increase was the component index "Impact of administrative reform on people and local socio-economic development" (+3.79%).
Comparing the results of the PAR Index among 6 socio-economic regions shows that in 2024, 6/6 socio-economic regions will have an average value of the PAR Index of over 80% and all grow higher than in 2023. The highest average value is in the Red River Delta with a result of 90.17%, 1.85% higher than in 2023. (88.32%); followed by the Southeast region, reaching 89.44%, 1.99% higher than in 2023 (87.45%); This is also the economic region with the highest average growth value of the PAR Index compared to the remaining economic regions.
Ranking 3rd place is the North Central and Central Coast region, reaching 88.51%, 1.58% higher than in 2023 (87.72%). Ranked 4th is the Northern Midlands and Mountains region, reaching 88.2%, 0.48% higher than in 2023 (87.72%). Ranked 5th and 6th are the Mekong Delta, reaching 87.37% and the Central Highlands, reaching 85.63%, respectively.
The Minister of Home Affairs generally assessed that in 2024, localities have made many efforts to direct and organize the implementation of administrative reform in a comprehensive and effective manner. The results of evaluating many criteria show a clear change compared to 2023, the method of directing and operating administrative reforms has many creativity and positive innovations.
The activities of directing and administering administrative reforms are increasingly seeing positive changes in terms of thinking, actions and effectiveness achieved in practice. Localities have increased their review and proposed dismantling many institutions, mechanisms and policies, contributing to facilitating production and business, attracting investment, and creating motivation to promote the successful implementation of many socio-economic targets set out in the past year.
Administrative procedure reform has been implemented drastically, many new models have been piloted, closely linked with digital transformation and Project 06 has brought many efficiency and practical benefits to people and businesses. Organizational reform was implemented drastically, urgently, scientifically and achieved many breakthrough results.
Building and developing e-Government and digital government continues to be a highlight of reform, and the legal framework continues to be improved. Applications and databases are strongly developed, data is regularly updated, connected and shared, serving increasingly effectively the direction and management activities of People's Committee leaders at all levels at local levels.
However, through the assessment and ranking of the 2024 Administrative Reform Index, it has also been clearly shown that the implementation of some administrative reform contents and tasks still gives low results, is not highly effective, and does not meet development requirements and people's expectations.
This is also an opportunity for localities to have conditions to research and analyze data, clearly identify shortcomings, limitations and causes, from there, promulgate and implement solutions and remedies for each specific content and task, contributing to promoting administrative reform, improving the effectiveness and efficiency of state management for industries and fields under the scope of management and improving the quality of service to people and businesses in 2025 and the following years.
