The Hai Phong city delegation led by Vice Chairman of the People's Committee Le Khac Nam recently attended the General Assembly of the World's Beautiful Bays Club (MBBW) in Toyama (Japan) and successfully defended the presentation round about Lan Ha Bay with 2 groups of criteria: culture and nature, recognized for its exceptional and outstanding values of geological processes and biodiversity. Since January 2014, with the desire to promote and introduce Lan Ha Bay, to promote the city's tourism development; The Department of Foreign Affairs has issued a document requesting the City People's Committee to develop a project to submit to the World's Most Beautiful Bays Club Association for approval, nominating Lan Ha Bay as one of the most beautiful bays in the world and a member of the Club. Through a process of persistent work, getting expert opinions, building documents, preparing project documents, reaching consensus with relevant departments and branches..., on December 28, 2018, the City People's Committee issued Decision No. 3557/QD-UBND approving "Project to register Lan Ha Bay as the most beautiful bay in the world and a member of the World's Most Beautiful Bays Club".
The MBBW Association is a non-governmental organization established in 1997 under the Law of the French Republic and sponsored by UNESCO. The most important goal of the Association is to share experiences, learn and promote among members, protect and preserve nature associated with tourism development, contributing to promoting sustainable development. Up to now, the Association has admitted 41 members from bays from 25 countries around the world, including 3 members from Vietnam: Ha Long, Nha Trang and Lang Co bays.
It is known that from May 9 - May 18, 2019, the working group of the Executive Committee of the World's Most Beautiful Bays Club Association led by Mr. Michel Bujold - Chairman of the Association visited and worked with member bays in Vietnam. The city took advantage of this opportunity to introduce Lan Ha Bay. Accordingly, on May 15, 2019, the Department of Foreign Affairs co-chaired the Department of Culture and Sports, the Office of the Natural Heritage Management Board of Cat Ba Archipelago and the People's Committee of Cat Hai District to directly work and arrange a survey session for the delegation in Lan Ha Bay. Through the actual survey, the working group of the Association's Executive Committee had a good first impression of Lan Ha Bay and had a preliminary report sent to the Association's Executive Board.
On that basis, the city actively contacted and submitted the registration documents for Lan Ha Bay to become a member of the Association. With careful and methodical preparation, the presentation was approved in round 1 by the Executive Board of the MBBW Association and received an invitation to the city delegation to attend and present at the Association's General Assembly in October 2019 in Toyama, Japan.
MBBW's General Conference
At the recent MBBW General Assembly Conference that took place from October 16-20, 2019, the delegation made an impressive presentation to the MBBW Executive Committee as well as representatives of member bays, with documents and images proving that Lan Ha Bay fully meets the criteria to become the most beautiful bay in the world according to MBBW's requirements such as: The bay must be an open bay. with a coastline characterized by natural curved terrain as the dominant feature; The registered structure (bay) must represent all or part of the bay and must be locally recognized as such; The bay must be an object of protective measures; The bay must represent flora and fauna that attract interest; The bay must represent an outstanding and attractive natural habitat; The bay must be national coneg receive; The bay should be a symbol for the local population; Economic activities in the surrounding area must coexist; Has potential for economic development; Must clearly state the desire to become a member and adhere to the values and actions of the MBBW organization; The bay must satisfy at least 2 outstanding features under the category of monuments or natural heritage.
After the presentation, the delegation answered questions such as: Responsibilities and sources of membership fees if allowed to join; Located adjacent to Ha Long Bay with many similarities, please highlight outstanding points to prove that Lan Ha Bay deserves to become a member of MBBW; Solutions to environmental issues (garbage, wastewater, aquaculture, plastic waste...) and conservation; Balance between environmental protection, conservation and sustainable tourism development... With careful preparation, the delegation provided information that satisfied the Executive Board as well as representatives of member bays.
After a private discussion, the delegation was pleased to be congratulated by the Executive Board and informed that their membership in the MBBW Association of Lan Ha Bay was approved in round 2 with a very high approval rate. According to the plan, in the near future, the MBBW Executive Committee will send a delegation of experts to Hai Phong for an actual appraisal, and make a third report to the Executive Board for consideration, approval and official recognition as a member of the Bay at the next Congress in Morocco if the actual appraisal matches the submitted documents.

After the upcoming appraisal trip of the MBBW Association delegation, if Lan Ha Bay is officially recognized as a member of the Association, it will be a favorable condition to make the city's tourism industry truly a key economic sector, contributing to attracting domestic and foreign investment to the locality, creating a driving force for rapid and sustainable socio-economic development of the city, and at the same time serving as a base. Feasible to contribute to successfully registering the Cat Ba archipelago as a world natural heritage in the Ha Long - Cat Ba heritage complex, raising the value of the heritage to the international community.
