Hai Phong increased "post-inspection" from the border gate

According to the Post-clearance Audit Branch, Hai Phong Customs Department: In 2015, the entire post-clearance inspection force of the Department paid more than 404 billion VND to the budget, exceeding the target assigned by the General Department of Customs (target of 380 billion VND).

Of which, the Post-clearance Inspection Branch paid about 380 billion VND, and the revenue from the branches (where procedures were carried out for businesses) was 24 billion VND.

To improve the efficiency of post-customs clearance inspection at branches, in 2016, leaders of Hai Phong Customs Department have just assigned targets for 9 affiliated branches to collect 110 billion VND and a target of 135 billion VND.

Of which, 4 Border Gate Customs Branches (Hai Phong port areas I, II, III and Dinh Vu port) collect 20 billion VND/branch; The Customs Branch managing investment and processing goods collected 10 billion VND; Branches: Industrial Park and Export Processing Zone Management, Hai Duong, Hung, Thai Binh collect 5 billion VND/branch.

The above target is a big challenge for the units, because according to the information we have, the results of "post-inspection" in the 9 above-mentioned branches in 2015 were low.

In 2015, the unit with the largest revenue from post-customs clearance inspection was Hai Phong Port Area I Customs Branch, which only reached 8 billion VND.

Meanwhile, Hung Yen Customs Branch only collected 52 million VND, Thai Binh Customs Branch collected 61 million VND.

Notably, for the whole year of 2015, Hai Duong Customs Branch and the Customs Branch managing industrial parks and export processing zones could not collect and pay budget from post-clearance inspection work.

According to the leaders of Hai Phong Post-clearance Inspection Department, in order not to overlap tasks and effectively carry out coordination in the field of post-clearance inspection, the Branch will focus on performing "post-inspection" at the business headquarters, while the branches where businesses open declarations will focus on collecting, analyzing, and evaluating information to immediately "post-inspect" questionable declarations, especially in the field of price.

To achieve the goals set by the leaders of Hai Phong Customs Department, the Post-clearance Inspection Department believes that the branches where procedures are carried out, especially the border gate Customs Branch, need to strengthen the collection and analysis of information according to the principle of risk for focused inspection; proactively collect information, assess risks in the areas of codes, C/O, trade policies to select inspection subjects...

In addition, leaders of units need to be proactive and focus on directing the implementation of post-clearance inspection tasks right at the border gate.
