Reporting to the voters of Cat Hai district, comrade Nguyen Thi Nghia - Permanent Deputy Secretary of the City Party Committee, Head of the Hai Phong National Assembly Delegation, said that after 28 working days, the 8th session, the 14th National Assembly ended successfully with the results: passing 11 laws, 17 resolutions, giving opinions on 10 bills; Supreme supervision of the topic "Implementation of policies and laws on fire prevention and fighting in the period 2014-2018"; conduct questioning and answer questions; Consider and decide on socio-economic issues, state budget, human resources and a number of other important issues.
At the meeting, the City National Assembly Delegation had 43 delegates participating in speeches and discussions on socio-economics, budget and law making, supreme supervision, and human resource work; promptly reflect to the National Assembly, the Government and central ministries on the city's issues and issues of concern to the city's voters; Contributing many specific and practical opinions to Law projects of interest to the Chairman and drafting agencies.

Implement the Action Program soon to make the development targets set out in Resolution 45 become reality
Speaking before the Prime Minister and the Hai Phong National Assembly Delegation, voters of Cat Hai district expressed their joy and excitement at the country's socio-economic development achievements and the strong and outstanding changes of Hai Phong city. Voters said they were very happy and excited when the Government issued Resolution No. 108 dated November 26, 2019 on the Government's action program to implement Resolution 45 of the Politburo on building and developing the city to 2030, with a vision to 2045. Voters asked the Prime Minister to pay attention to directing ministries and branches to soon implement the action program so that the Resolution becomes a reality.
Voters suggested that the implementation of Decree No. 89/2017/ND-CP stipulating a number of specific financial and budgetary mechanisms and policies for Hai Phong city is very slow, even now it has been more than 2 years but there is still no guidance from central ministries and branches. Voters hope that the Prime Minister will pay attention and direct to soon have legal documents guiding the implementation of Decree 89. At the same time, it is recommended that from 2020, when assigning targets such as: budget revenue, budget regulation rate, annual budget loan level... to Hai Phong city, they need to ensure appropriateness; At the same time, pay attention to allocating central capital sources to invest in key works and projects, creating breakthroughs for the regional economy and for Hai Phong.
Continue early construction of the next wharves at Lach Huyen deep-water port; Soon start construction of Tan Vu-Lach Huyen 2 bridge; Early investment in building a railway connecting Lach Huyen deep-water port to Hanoi are some of the recommendations of voters to the Prime Minister, requesting attention and directing relevant ministries, branches and units to implement.
Voters suggested that during the implementation of the 1/2000 detailed planning, the Prime Minister and Hai Phong city pay attention to reclamation of the sea in the South, thoroughly exploit tidal flats, lakes, and salt fields in the North, repair and upgrade Luong Nang River to create a boundary between industrial zones and residential areas to help Cat Hai islanders settle down, preserve historical and cultural relics, and maintain craft villages. fish sauce.
The current situation of environmental resource management in some localities shows that deforestation, logging, and indiscriminate mineral exploitation are increasingly serious, directly threatening the country's sustainable development. Voters requested the Government to provide drastic direction and stronger solutions, clarifying the responsibilities of local leaders who still allow violations to occur; Handle more seriously and resolutely those individuals and organizations who are irresponsible and cover up violators.
Voters recommended that the National Assembly pay more attention in promulgating reasonable living allowance policies for part-time officials in communes, towns, villages, and residential groups (currently receiving low allowances) so that they can feel secure in their work, because the amount of work and time spent performing tasks in villages and residential groups is increasing.
Voters also asked the Prime Minister and the Government to research, adjust and raise the monthly allowance for the elderly to 500,000 VND/month, currently 270,000 VND is still low. At the same time, we propose that the National Assembly amend the Law on the Elderly to lower the age to enjoy social protection for elderly people without salary or monthly social insurance benefits from 80 years old to 75 years old to match the average life expectancy of the Vietnamese Elderly.
Faced with the country's general situation of increased production, processing, and consumption of unsafe food, voters expect the Government and authorities at all levels to have synchronous, long-term, and feasible action programs to create fundamental changes in the awareness and sense of social responsibility of households and businesses producing, processing, and trading food; At the same time, support and encourage the application of science and technology and high-tech agricultural development models to improve the quality of agricultural products and increase income for farmers. Strictly handle establishments that produce and trade unsafe food, so that unsafe food is no longer a daily worry for people.
Voters asked the Prime Minister to indicate what solutions the Government has to support and remove difficulties for the private economy, especially small and medium enterprises. At the same time, he expressed concern about the situation of counterfeit and poor quality goods, as well as some smuggled goods, tax evasion, and goods of unknown origin appearing on the market, affecting the rights, health, and trust of consumers. Voters are also interested in what Vietnam will need to do to fulfill the great and exciting responsibility of being the 2020 ASEAN Chair and a non-permanent member of the United Nations Security Council.

The Prime Minister was also very excited about the achievements of Hai Phong city in recent years, being one of the few localities with the highest growth rate in the country, many new constructions were built, many large projects were implemented, and there were more 5-star hotels to develop tourism. In addition, education, culture, health, and new rural areas are also paid attention, and people's lives are improved.
Regarding the 8th session of the 14th National Assembly, the Prime Minister emphasized that this is the longest session ever, with many rich contents. At the meeting, many important documents and laws were passed. The Prime Minister also emphasized that the National Assembly has issued a Resolution approving the Master Plan for socio-economic development of ethnic minority and mountainous areas for the period 2021-2030. Based on the assessment of the country's situation and development requirements, the National Assembly has issued a Resolution on the 2020 socio-economic development plan: clearly stating the general objectives, main targets and basically approving the tasks and solutions that the Government has proposed, at the same time, requesting more attention and focus on 11 groups of tasks and solutions that cover all areas of economic life, society, environment, defense, security, and foreign affairs of the country in order to successfully implement the 2020 Socio-Economic Development Plan and complete the 5-year Socio-Economic Development Plan 2016-2020.
The Prime Minister stated that in 2020 Vietnam will be the rotating chair of ASEAN, starting from early January 2020. It is expected that Vietnam will host more than 300 ASEAN conferences and meetings in 2020, including two summits in April and November. With a large scale of work, preparations are being carried out urgently. The Government will do its best to take this opportunity to enhance the country's position and assume Vietnam's responsibility as a place that connects countries in the region and the world. The Prime Minister commented that there should be a number of meetings taking place in Hai Phong because the city has good conditions, many 5-star hotels, convenient transportation, and civilized, polite, and hospitable people.
"Vietnam has a national history of over 4,000 years, with a history of great national defense and national unity. The Prime Minister stated that in recent times, the National Assembly and the Government have issued many resolutions and directives on food safety, requiring strict handling of violations. Therefore, ensuring food safety has had a very encouraging change, especially recently, cases of collective poisoning in collective kitchens of workers have decreased completely. The emphasis on choosing food of safe origin has begun to form strongly among people of all walks of life. However, there are still many shortcomings in this issue, so authorities at all levels need to continue to act more strongly to provide clean food for the people, publicize the origin of food, and strictly investigate and handle violations to serve as a deterrent, so that people can live healthier and healthier lives. Regarding people's recommendations related to the Law on the Elderly, the Prime Minister noted the comments and will assign the Ministry of Labor, Invalids and Social Affairs to consider and resolve. Responding to his opinion on environmental issues, the Prime Minister affirmed that our state's viewpoint is to develop the economy but not to disregard the environment; Environmental protection is an urgent requirement of the country. Individual units must comply with environmental protection requirements so that people can have a better life, and actively respond to the policy of not using single-use plastic items and nylon bags. The Prime Minister called on all levels of government and people to pay attention to the treatment of plastic waste and rural waste to protect the environment.
Regarding voters' opinions on Cat Hai planning, the Prime Minister affirmed that up to now, the phase 1 resettlement project has an area of 142 hectares, including planning for fish sauce production areas, cultural and religious works, pagoda and temple areas... The Prime Minister said that the planning of Cat Hai to become an industrial park, seaport, and logistics services has been approved by the Prime Minister, affirming the role and position of Cat Hai, the seaport development in Cat Hai is not only for Hai Phong but also performs tasks for the whole North. Hai Phong city has paid special attention to the lives of Cat Hai people, so it has built resettlement areas equal to and better than the old areas, although very expensive, so that people can have a better life. Responding to voters' opinions recommending continued construction of the Tan Vu - Lach Huyen 2 sea crossing bridge, the Prime Minister said he would assign the Ministry of Transport to consider the survey. The railway connecting Hanoi - Hai Phong has been under construction for many years and carries a lot of goods, so the issue of renovation and upgrading will be a priority, the Prime Minister said.
