(Haiphong.gov.vn) - On the afternoon of September 25, the City People's Council's thematic supervision team on implementing legal regulations in granting certificates of land use rights, ownership of houses and assets attached to land in the city worked with the People's Committee of Hai An district. According to the report of the People's Committee of Hai An district, from July 1, 2021 to June 30, 2024, there are 4 qualified school facilities that have been accepted by the Department of Natural Resources and Environment and are examining applications for Certificates; There are 32/48 religious facilities granted land use rights certificates by the District People's Committee with a total area of 52,345 m2; There are 17/23 religious establishments granted land use rights certificates by the Department of Natural Resources and Environment with a total area of 60,599.5 m2. However, progress in implementing land registration procedures and granting land use rights certificates is still slow; The main reason is related to planning factors, origin and price of land use fees. Households and individuals do not have enough finances to pay land use fees when recognized and issued with land use rights certificates by the State, and usually only when households have a need to transact on land do they carry out land registration procedures and issue Certificates for the first time, affecting the implementation progress.
At the meeting, Hai An District People's Committee proposed that the City People's Council strengthen supervision of all levels, sectors and localities in implementing legal regulations related to the land field; At the same time, to grasp the difficulties and obstacles in implementing legal regulations related to the land sector to promptly reflect and propose to competent agencies to study appropriate amendments and supplements. It is recommended that the City People's Committee consult with the Ministry of National Defense to direct affiliated military units to proactively review and propose adjustments to defense land use planning...

After listening to the report and opinions of members of the Supervision Team, Mr. Pham Quoc Ka, Head of the Legal Department of the City People's Council, acknowledged that the issuance of Certificates of land use rights, ownership of houses and assets attached to land in Hai An district achieved positive results, contributing to improving efficiency in management, monitoring, and land registration, promptly addressing people's needs as well as increasing budget revenue; The district has a high rate of granting residential land use rights certificates and is one of the localities that does a good job of preparing cadastral records.
Comrade Head of the Legal Department of the City People's Council suggested that the People's Committee of Hai An district should promote the improvement of the cadastral records system; develop procedures for handling procedures according to the Land Law 2024; continue to promote digital transformation in land management and administrative reform to minimize implementation time, procedures and costs for organizations and individuals; Strengthen inspection and examination of the issuance of Certificates of land use rights, ownership of houses and assets attached to land to correct and prevent violations. He requested the District People's Committee to fully absorb the comments of the Supervision Team at the meeting, complete the report, supplement data on the total number of dossiers resolved on time and overdue, and point out the causes and solutions. Suggestions and recommendations of the district, the Supervisory Team received and synthesized the report into a general report to submit to the Standing Committee of the City People's Council.
