The Ministry of Industry and Trade has issued Circular No. 16/2016/TT-BCT regulating the application of tariff quotas on imports of raw cigarettes and poultry eggs originating from member countries of the Eurasian Economic Union in 2016 since the Vietnam-Eurasian Economic Union Free Trade Agreement officially takes effect from October 5.
Accordingly, Circular 16 stipulates the application of import tariff quotas to 2 groups of goods originating from member countries of the Eurasian Economic Union: Raw tobacco (500 tons), poultry eggs (8,000 dozen).
Particularly for raw cigarettes, Vietnamese traders have licenses to import raw cigarettes under tariff quotas issued by the Ministry of Industry and Trade according to the provisions of Circular No. 04/2014/TT-BCT of the Ministry of Industry and Trade detailing the implementation of a number of articles of Decree No. 187/2013/ND-CP of the Government detailing the implementation of the Commercial Law on international goods purchase and sale activities and purchasing agency activities, Only when selling, processing and transiting goods with foreign countries are allowed to import (direct import or entrusted import). The import quantity is calculated and deducted from the import tariff quota according to the license issued by the Ministry of Industry and Trade.
Procedures for importing raw cigarettes and poultry eggs are resolved at the border gate customs where goods import procedures are carried out according to the principle of automatic deduction until the end of the tariff quota amount for each item specified in this Circular.
