According to the Investor, to date the construction volume has reached over 90%. Photo: T.D(Haiphong.gov.vn) - On the afternoon of February 20, Standing Vice Chairman of the City People's Committee Nguyen Xuan Binh and leaders of relevant departments, branches, localities and units inspected the progress of the investment and construction project of apartment buildings HH1-HH2, HH3-HH4 Dong Quoc Binh, Ngo Quyen district.
Up to this point, the HH3 and HH4 apartment buildings are completing the final items, and the construction volume has reached over 90%. The contractor is planning to conduct a single and interlock test run of the elevator system, fire protection system, and transformer station system on February 29, 2020. Tiling, stone paving, door installation, painting, installation of electrical and water equipment... are expected to be completed in mid-March 2020. The entire project is expected to be completed and put into use in April 2020.

For 2 apartment buildings HH1 and HH2, site clearance work has now been completed. The construction unit has also completed the bored piles; The investor is implementing the construction of the pile cap, foundation bracing and the basement of the project, estimated at 30% of the volume. It is expected that the underground part of the project will be completed on May 30, 2020.
Through a field inspection of the construction progress, Standing Vice Chairman of the City People's Committee Nguyen Xuan Binh acknowledged and appreciated the efforts of Hoang Huy Group during the project implementation process. Up to now, the construction progress and the volume of works have been basically completed according to the set schedule. The Permanent Vice Chairman emphasized that the project is a major policy of the city in its efforts to improve living conditions for people, ensure social security as well as contribute to urban beautification.
Regarding problems with the order and payment procedures for projects, the Permanent Vice Chairman recommended that it be implemented in accordance with the law on contracts, and at the same time requested the functional branches to review and have solutions to solve the problem, in which it is necessary to clarify the responsibilities of city agencies to avoid the situation of shifting responsibilities.

Regarding the handover of the project, the Permanent Vice Chairman requested Hoang Huy Group to continue to accelerate the progress of completing the project; assigned the Department of Construction to coordinate with the Group to carry out the necessary procedures to accept the project in accordance with regulations, striving to complete the project in April 2020 to hand over, bringing people back before the 65th Anniversary of Hai Phong Liberation Day on May 13.
The Permanent Vice Chairman also requested Ngo Quyen district and the Department of Construction to coordinate in organizing the return of people, ensuring fairness, the right subjects and creating convenient conditions for people. Assign the Department of Construction to urgently complete legal documents related to bringing people back.
Regarding Hoang Huy Group's recommendations on payment issues, the Permanent Vice Chairman requested functional agencies to closely coordinate with the Group to report to competent authorities for consideration, resolution and agreement before handing over the project.
