Implementing the Resolution of the 1st Hai Phong City Party Congress, term 2025-2030, the City Party Executive Committee promptly issued an implementation Action Program to concretize tasks and solutions to ensure the "6 clarity" principle: clear people, clear tasks, clear time, clear responsibilities, clear products, clear authority, ensuring feasibility and efficiency in implementation. The action program is seriously built, closely following the goals and guiding viewpoints of the Central Government, and regularly reviewed, updated, and completed through drafts to suit the new development orientation and practical requirements of the city.
The City Party Executive Committee has issued the Action Program to implement the Resolution of the 14th National Congress of the Party and the Resolution of the 1st City Congress, term 2025-2030 for implementation; In particular, determining the goal that by 2030, Hai Phong will become a modern, civilized, ecological and livable industrial port city of Southeast Asia's caliber; A pioneer in industrialization, modernization, digital transformation, green transformation and innovation, it is the center of marine economy, logistics, services and marine science and technology of the country.
The program sets out 31 targets (7 targets for Party building, 24 targets on economy - society, defense - security). To ensure feasibility and create motivation to promote development, the Action Program is issued with a List of key schemes, projects and works for the period 2025-2030, including 48 projects with a total expected investment of about 500 trillion VND; 13 key and typical plans and projects such as: General city planning, General planning of Hai Phong southern coastal economic zone, Hai Phong city underground space planning, Hai Phong city green transformation project for the period 2025 - 2030, vision 2050, Project to build the axis connecting Lach Huyen port, the northern area of the city with Gia Binh airport (belt 3 to Kenh Vang bridge), ProjectHai Phong city development project to adapt to climate change, Investment project to build a clean water supply system to Cat Ba island, Urban area according to the TOD model in Lao Cai - Hanoi - Hai Phong railway station area, Science and innovation park construction project, City cultural and sports complex project...
The development of the Action Program was implemented promptly and methodically, with the participation of the entire political system, fully concretizing the strategic goals and tasks of the Central Government, and at the same time associated with the development orientation of the city after consolidation and the operation of the two-level local government model. This is an important basis for party committees, authorities and agencies and units to organize and implement implementation, contributing to bringing the Resolution of the 14th Party Congress to life soon and creating clear changes in the city's socio-economic development in the coming period.
In 2026, on the basis of continuing to promote the results achieved in 2025, Hai Phong city focuses on synchronously and drastically implementing Resolutions on socio-economic development; In particular, Scenario Plans for economic growth, State budget revenue plans, and Scenario plans for disbursement of public investment capital in 2026 have been issued as a basis for leadership, direction, and administration.
According to the report, the city's socio-economic situation in the first 2 months of 2026 is basically stable, manufacturing industries maintain quite good growth. Total retail sales of goods and service revenue reached 69,174 billion VND, reaching 68.5% of the first quarter scenario (101,010 billion VND) and equal to 16.2% of the year plan (427,880 billion VND), an increase of 14.8% over the same period. The 2-month index of industrial production (IIP) increased by 14.8% over the same period, exceeding the 2-month scenario (up 14%). Export turnover reached 7.86 billion USD, exceeding the 2-month scenario (7.4 billion USD) and reaching 15.1% of the year plan (52 billion USD), up 32% over the same period. The output of goods through the port reached 27.08 million tons, reaching the 2-month scenario and equal to 11.4% of the yearly plan, up 10.5% over the same period. Attracting tourists reached 1.76 million visitors, reaching par2-month basis and equal to 10.8% of the yearly plan, up 12.1% over the same period.
Total foreign investment capital attraction across the city reached 583 million USD, up 12% over the same period, equal to 63% of the first quarter scenario, reaching 15.6% of the 2026 plan (3,800-4,300 million USD). Domestic investment attraction reached 31,139 billion VND, equal to 34.6% over the same period. In the first 2 months of the year, there were about 1,510 newly registered businesses, exceeding the 2-month scenario (1,210 businesses), reaching 20.1% of the year's plan, 1.7 times higher than the same period.
Total state budget revenue in the area in 2 months reached 41,791.833 billion VND, equal to 21.4% of the estimate, exceeding the 2-month scenario (34,392.2 billion VND) and reaching 19.7% of the yearly plan, an increase of 13.4% over the same period. Of which: Domestic revenue reached 22,054,494 billion VND, equal to 21.4% of the estimate, exceeding the 2-month scenario (16,347.6 billion VND) and reaching 19.6% of the yearly plan, equal to 91.9% over the same period; Revenue from import-export activities reached 13,577.148 billion VND, equal to 16.1% of the estimate, exceeding the 2-month scenario (11,882 billion VND) and reaching 14.8% of the yearly plan; increased 10.9% over the same period. Total local budget expenditure for 2 months reached 12,760 billion VND, equal to 14.1% of the estimate...
In order to realize strategic goals, create conditions for Hai Phong to promote its role as a growth pole of the Northern region, contribute more actively to the overall development of the country, and at the same time to achieve the double-digit growth target in the period 2026-2030 (over 13%), at the meeting, Hai Phong city requested the General Secretary to pay attention and direct the Party Committee of central agencies to consider and resolve the following recommendations: Propose permission to amend and supplement Resolution No. 226/2025/QH15 of the National Assembly on piloting a number of specific mechanisms and policies to develop Hai Phong city. Proposing the Prime Minister to soon approve adjustments to the Red River Delta Planning and National Sector Plans, including updating city recommendations.Hai Phong City aims to meet the goal of being an international transshipment port, a marine economic, logistics and industrial center of the country, and a renewable energy center.
Regarding development resources, it is proposed to keep the ratio of city budget regulation to the central budget stable in the new period; Propose central budget capital support for the city to implement a number of key projects that have an impact on promoting regional connectivity, preventing natural disasters, and combating climate change.
Speaking at the conclusion of the meeting, General Secretary To Lam expressed his joy that in recent years, especially in 2025, Hai Phong city has achieved many commendable results, GRDP increased by 11.81%, ranking second in the country and highest among centrally run cities, and this is the 11th consecutive year the city has maintained double-digit growth. The scale of the economy ranks third in the country (nearly 30 billion USD). The economic structure continues to shift towards industrialization and modernization, in which industry - construction and services account for nearly 90% of GRDP. Industrial production continues to be the main growth driver with an increase of about 15%, especially in the field of processing and manufacturing. Seaport and logistics activities develop strongly and attracthigh investment. Hai Phong is an important international trade gateway and attractive to international investors. In the social field, many indicators achieved positive results, especially job creation; Tourism develops strongly. Hai Phong has achieved many outstanding achievements in administrative reform and public management, while also leading the country in the PCI, PAR Index, SIPAS and PGI (provincial green index). Those results demonstrate the great efforts of the Party Committee, government, business community and people of the city. The General Secretary assessed that Hai Phong has quickly grasped and concretized the major orientations of the Resolution of the 14th Party Congress and the strategic Resolutions of the Politburo, the Action Program to implement the 2-digit growth target for the period 2026 - 2030, with clear goals, tasks and solutions demonstrating Hai Phong's dynamic, creative tradition and pioneering spirit. The orienting contents of the Resolutions of the Central Committee and the Politburo are concretized into programs, projects and major tasks, key tasks, with specific goals and results that can be measured and counted, and associated with clear and specific responsibilities. The General Secretary suggested that Hai Phong need to clearly define its role in the development structureThe country and the Northern region: both a dynamic locality and rising to become the leading growth pole in the North, a center of high-tech industry, international logistics and modern marine economy, and at the same time a focal point connecting the domestic market with the international market. Hai Phong's growth needs to maintain a high and sustainable growth rate, associated with modernization, greening, digitalization and improving the people's quality of life; expand the dynamic business community and continue to hold the leading position in the country in investment environment, administrative reform and digital transformation. Those orientations require the city to find ways to upgrade its growth model based on productivity, science and technology and innovation.
Along with the development of the Action Program to implement the Resolution of the 14th Congress, the General Secretary proposed that Hai Phong city should pay special attention to development planning thinking. In the development structure of the North, Hai Phong must be positioned as the maritime growth pole of the Red River Delta and the whole country, together with Hanoi and Quang Ninh to form a triangle of development motivation. Hai Phong needs to promote its advantages to become a modern industrial, international logistics and integrated marine economic center of Vietnam. In the context of increasingly fierce regional competition, Hai Phong needs to position itself in relation to major port cities of Asia and the world to shape the vision of developing a modern port city, logistics and economic center.has international competitiveness. Therefore, development planning must be built with a long-term vision, not only until 2030 or 2045 but beyond, proactively preparing development space, strategic infrastructure and governance capacity to adapt to major fluctuations in the global economy, maritime trade, technology and climate change. In Hai Phong's planning thinking, it is to strengthen regional connectivity and spread development. Hai Phong needs to proactively promote regional linkage mechanisms in infrastructure, logistics, tourism, human resource training and marine environmental protection, thereby creating a large economic space and improving the competitiveness of the whole region.
The General Secretary proposed that the city's economic development must aim to improve people's lives. Hai Phong needs to firmly adhere to the concept of putting people at the center of development, ensuring that all people enjoy the fruits of growth and no one is left behind.
