On June 28, 2016, in Hanoi, within the framework of the Business Support and Connection Program, the 2016 Investment Policy Dialogue took place jointly organized by the Association of Foreign Investment Enterprises (VAFIE) and KPMG Co., Ltd. in Vietnam with the sponsorship of the Ministry of Planning and Investment.

Photo: Duc Trung (MPI)Participating in the Dialogue were Minister of Planning and Investment Nguyen Chi Dung, Deputy Minister of Planning and Investment Nguyen Van Trung, Professor Dr. Nguyen Mai, Chairman of VAFIE, Chairman and General Director of KPMG in Vietnam and Cambodia Warrick Cleine and the participation of more than 180 representatives of leaders of ministries, branches, foreign-invested enterprises and large Vietnamese enterprises.
Dialogue updated information on Vietnam's economic situation in the first 6 months of 2016, development orientation in the coming years with an open economic space, and discussed Vietnam's investment policy, completing the legal framework to improve the investment - business environment.
In the dialogue on the topic "Vietnam's economy in 2016 and development orientation in the open economic space", Minister Nguyen Chi Dung assessed that, halfway through 2016, Vietnam has maintained macroeconomic stability but is not very solid, the growth rate is lower than expected. To achieve the set goals, from now until the end of the year, great efforts from the Government, the business community and the entire society are required. Successfully implementing Resolution No. 19-2016/NQ-CP issued on April 28, 2016 of the Government on main tasks and solutions to improve the business environment, enhance national competitiveness in the two years 2016-2017, orientation to 2020 and Resolution No. 35/NQ-CP issued on May 16, 2016 of the Government on support and developmentn businesses by 2020 will be an important driving force to promote economic development in the coming time. It emphasizes the need to improve the efficiency of state management in the direction of simplifying pre-inspection, strengthening post-inspection associated with specific conditions and regulations, and that inspection, examination and supervision needs to ensure the goal of preventing, detecting and handling violations, and at the same time supporting and guiding businesses to comply with the provisions of law.
The Minister said that international integration is taking place more and more deeply, the economic space is increasingly expanding, opportunities and challenges are always intertwined. To be successful, we must take advantage of opportunities and overcome challenges, so the business community in Vietnam must improve competitiveness and strengthen cooperation with each other to multiply strength.
Thereby, the Minister highly appreciated the initiative to organize the Dialogue to create an open forum for representatives of businesses, associations and leaders of agencies and departments to discuss, give opinions and exchange frankly about investment policies, solutions to support businesses, improve the business environment and continue to strengthen the business confidence of domestic and foreign investors.
Speaking at the Dialogue, Prof. Dr. Nguyen Mai, Chairman of VAFIE emphasized that in the context of unpredictable changes in the world economy and the domestic macro-economy also having a number of issues that need to be resolved, we cannot neglect the implementation of Resolution No. 19-2016/NQ-CP.
Mr. Warrick Cleine, Chairman and General Director of KPMG in Vietnam and Cambodia, said that recent efforts by the Government and agencies to improve and enhance the investment environment have initially been effective and helped enhance Vietnam's competitiveness as well as improve the productivity of the economy. With the growth of the world economy, a stable domestic macro-economy and especially the simultaneous upgrading of relations with many major partners in the world as well as in the region by participating in the Trans-Pacific Partnership Agreement (TPP), the EU-Vietnam Free Trade Agreement (EVFTA) and the ASEAN Economic Community (AEC), Vietnam is improving its competitiveness and increasingly becoming a destination to attract foreign investors.

The Deputy Minister said that the Investment Law has abolished procedures for granting investment registration certificates for domestic investors, while simplifying documents and submissions. order, procedures and shorten the time to carry out procedures for granting investment registration certificates to foreign investors. The law also reduces the list of conditional business sectors and trades from 386 to 267 conditional business investment sectors and trades and removes many articles.business conditions. This change will create favorable conditions for businesses in the process of establishing and operating business more easily. The Deputy Minister also emphasized openness, transparency, and innovation in the process of developing and implementing the Law.
At the Dialogue, the Ministry of Planning and Investment surveyed the attractiveness of Vietnam's investment environment in 2016 to grasp investors' feelings about the investment environment in Vietnam and learn about the most effective investment communication and promotion methods. Information from the survey will be the basis for the Ministry of Planning and Investment and relevant ministries and branches to propose measures to enhance Vietnam's attractiveness in the eyes of foreign investors./.
