(Haiphong.gov.vn) - Continuing the Work Program of the 3rd Session of the 15th National Assembly, on the morning of June 2, under the direction of Standing Vice Chairman of the National Assembly Tran Thanh Man, the National Assembly continued to discuss in the hall on the results of implementing the Socio-economic Development Plan and State Budget in 2021; Summary of the implementation of Resolution No. 42/2017/QH14 on pilot bad debt handling of credit institutions.
Speaking at the discussion hall, delegate La Thanh Tan, Deputy Head of the National Assembly Delegation in charge of Hai Phong city, agreed with the Government's Report and the Inspection Report of the Economic Committee on the Additional Report on the results of implementing the socio-economic development plan in 2021, the results of implementing the socio-economic development plan in the first months of 2022.

Delegate La Thanh Tan agreed with the 12 groups of tasks and solutions that the Government stated in the report. To contribute to the solution of strengthening construction, perfecting institutions, reforming administrative procedures, and improving the investment and business environment to continue to be promoted in the coming time, delegates recommended that the Government, Ministries, and relevant branches pay special attention to mechanisms and policies on urban domestic waste treatment with the following contents:
1 - The National Assembly's Resolutions on 5-year socio-economic development (2021-2025) and socio-economic development in 2022 set a target of 89-90% of urban solid waste collection and treatment to ensure standards and regulations.
Currently, every day the country generates about 60,000 tons of household waste (or as it is commonly called, garbage). Of which, urban waste accounts for about 60% and it is forecast that by 2025, the rate of household solid waste generation will increase by 10-16%/year.
While the conditions of the urban infrastructure system have not been synchronously developed, and the level and management capacity have not met the development needs of the urbanization process, the problem of domestic waste treatment has been creating a lot of pressure on the environment as well as public health. In fact, in some provinces and cities, there has been a situation where people have gathered to protest and stop garbage trucks from entering landfills... due to serious environmental pollution in areas surrounding landfills such as air pollution, water pollution, insects... Therefore, the pressure on household waste treatment is increasing.

2 – Currently, provinces, cities and even businesses are paying a lot of attention to the treatment of household solid waste (because landfills are full, expanding these landfills faces many difficulties because it does not receive unanimous support from local people). Therefore, it is extremely urgent to deploy and apply household solid waste treatment measures using modern technology, meeting environmental standards and gradually replacing landfill measures.
But there is a reality facing the situation of "Technology chaos" in domestic solid waste treatment, leading to a situation where many businesses and environmental companies with state capital have invested a lot of money to build a domestic waste treatment plant, but the effectiveness is very limited and a waste of state resources.
Therefore, it is necessary to have guidance from the Ministry and industry on technological solutions for localities to consider and choose appropriate to their local conditions.
3 - The next issue is the unit price of garbage treatment: The Ministry of Construction issued Circular No. 07/2017/TT-BXD dated May 15, 2017 on guiding methods for pricing domestic solid waste treatment services, however it is still not specific, leading to different applications for each locality; Each technology is different, the price is also different. The price of burning waste to generate electricity also has the same problem, it is very difficult to calculate how to have a price corridor for bidding to select investors.
Therefore, delegates propose to build specific unit prices in the direction of:
– With the form of burying household waste (land and infrastructure invested by the State), a separate treatment unit price must be established.
– With the conventional form of incineration (not generating electricity) with low investment rate - this is an outdated technology that has been improved by units in Vietnam, but up to now the efficiency is not high, the burning efficiency is low, causing environmental pollution... a separate treatment unit price must also be developed.
– With modern waste incineration for power generation: Having a very large investment rate, thoroughly handling pollution issues, being environmentally friendly, emission standards... meeting European standards, it is necessary to have a specific treatment unit price to ensure harmony between the interests of the State and Investors.
Therefore, delegate La Thanh Tan hopes that ministries and functional agencies will soon have specific guidance on the unit price of household waste treatment, especially with the type of household waste treatment in the form of burning waste to generate electricity.
4 - Regarding administrative procedures: One of the current technologies that many provinces, cities and investors are interested in is treating household waste to generate electricity, but the investment capital for a modern waste treatment plant to generate electricity is very large, up to thousands of billions of dong.
There are currently many investors interested in this field, however, when learning about the investment process and procedures, we see that the order and procedures are still very complicated and lengthy; Besides, there are still many overlaps and no consensus in the legal regulations on bidding, land, construction, investment... Especially the bidding process for investor selection is not specific and there are many problems.
Therefore, it is necessary for the Government to direct ministries and branches to pay attention to reviewing and solving problems to attract investors to participate, contributing to state management agencies in waste treatment, contributing to sustainable environmental protection and achieving the goals set by the National Assembly.
5 – Domestic waste treatment is paid for with State budget capital. Through research and learning that with current capacity, there are many large corporations, businesses, and domestic investors with enough financial capacity, intellectual capacity, and experience in using modern technology for domestic waste treatment projects in Vietnam (currently, waste incineration technology for electricity generation has been widely applied worldwide with thousands of factories in operation, many of which apply waste treatment technology similar to domestic waste in Vietnam, so accessing, Technology transfer for qualified investors is very convenient). Therefore, delegates think that there should be incentive policiesand give special priority to domestic businesses and investors with capacity in this field.
Delegate La Thanh Tan said that currently in some provinces and cities there are waste incineration plant projects to generate electricity, but most are invested by foreign enterprises (mostly from China). Only the SERAPHIN Waste Power Plant project of AMACCAO Group with an investment capital of VND 4,000 billion under construction in Son Tay, Hanoi is owned by domestic investors.
The delegate said that for these types of public service projects, the payment source is from the State budget: If domestic investors can ensure enough competitiveness, there should be special policies to prioritize their implementation. This not only creates conditions for domestic businesses to access, apply and move towards mastering modern technology, but also brings revenue for reinvestment and ensures environmental security.
In particular, these industries also open up opportunities and create long-term benefits for the development of the domestic mechanical engineering industry and many other benefits when these projects have investors who are Vietnamese enterprises.
