According to a report by the City People's Committee, Hai Phong is the end point of the 1,000 mm Hanoi-Hai Phong railway line, connecting with the provinces: Hai Duong, Hung Yen, Hanoi to Lang Son, Lao Cai, Thai Nguyen and Ho Chi Minh City. In general, over the past many years, the railway lines in the city have not changed, the railway infrastructure is old, the vehicles are outdated, and cannot be connected to other modes of transport other than roads, especially seaport areas such as Dinh Vu wharf, Lach Huyen port... Besides, the implementation of legal regulations in the city's railway sector also faces a number of other difficulties. Specifically, according to the provisions of the 2017 Railway Law, feeder roads must be built outside the scope of the road traffic safety corridor.railway crossings leading to the nearest level crossing or intersection, however when this law takes effect, the railway traffic safety corridor has only been identified on the ground, and has not been compensated or cleared according to the provisions of law... To overcome the above difficulties, the City People's Committee requested the Ministry of Transport to consider and amend the regulations at Point b, Clause 4, Article 17 of the 2017 Railway Law, allowing the Provincial People's Committee to decide on the construction of feeder roads. within the scope of railway traffic safety to eliminate self-opening paths on the railway.

The City People's Committee proposed to adjust and supplement a number of contents to help localities deal with the railway sector.
Contributing comments to serve the examination of the Railway Law project (amended), the City People's Committee requested the drafting agency to evaluate the necessity and feasibility of the law project to suit the actual situation and sustainable development requirements of the industry. At the same time, propose and recommend a number of specific contents, such as: adjusting and supplementing a number of contents to solve problems for localities in the railway sector; It is necessary to clarify whether the regional railway will belong to the national railway system or the local railway system, thereby determining the construction investor and organizing the management and maintenance of assets after investment; There needs to be mechanism and policy orientation and mobilization of specific resources for localities like Hai Phong to research and implement the urban railway system in the coming time...

Based on the report and opinions of the leaders of the City People's Committee, members of the Working Group, and concluding the work program, Vice Chairman of the Committee for Science, Technology and Environment (15th National Assembly) Ta Dinh Thi emphasized the necessity of amending the 2017 Railway Law to create favorable conditions for the socio-economic development of localities, especially infrastructure development. He requested the law drafting agency to fully absorb comments from the People's Committee of Hai Phong city to synthesize, adjust, supplement and complete the draft law project file to submit to the National Assembly for consideration.
