(HPĐT)- Faced with the severe impacts of the COVID-19 epidemic; Implementing the Government's direction on removing difficulties for production and business and supporting businesses and people, the City People's Committee proposed to reduce 6 types of fees and 3 types of fees. Currently, the documents and procedures have been completed and will be presented to the City People's Council at the 14th meeting, held on July 21 and 22. This is necessary and meaningful work. The city, businesses and people join hands to overcome difficulties caused by the COVID-19 pandemic.

Significant fee reduction
Many businesses agree and expect a reduction in seaport infrastructure fees. Accordingly, for goods temporarily imported for re-export, goods in transit, and goods stored in bonded warehouses as liquid and bulk goods, it is proposed to reduce from 50,000 VND/ton to 35,000 VND/ton (a reduction of 30%). For import and export goods, 20-foot containers decreased by 8%, from 250,000 VND/ton to 230,000 VND/ton; 40-foot container from 500,000 VND/ton, down 8% to 460,000 VND/ton; Liquid and bulk cargo from 16,000 VND/ton decreased by 12.5% to 14,000 VND/ton.
Some fees to visit scenic spots are also proposed to be significantly reduced. Specifically, the entrance fee to the bays of Cat Ba archipelago is reduced by 50%, adults are only 40,000 VND/trip; Children have 20,000 VND left. Entrance fee to Cat Ba Bay - Cat Ong Island - Thien Ung Pagoda is reduced by 50% for adults and 52% for children, to 25,000 VND and 12,000 VND/trip. The entrance fee to Cat Dua Island (Monkey Island) is only 25,000-12,000 VND (50-52% reduction); Visiting Hoa Cuong cave is reduced by 46.7-50%, to 15,000 VND for adults and 8,000 VND for children. Entrance fees to Cat Ba National Park from 80,000 VND for adults and 40,000 VND for children are now only half, equivalent to 40,000 VND and 20,000 VND, respectively.
In addition, the city proposed to adjust and reduce by 20% the fee for appraisal of the environmental impact assessment report, the fee for appraisal of documents for granting land use rights certificates, fees for exploiting and using land resources, and fees for registering transactions secured by land use rights and other assets attached to land; 20% reduction in fees for issuing certificates of land use rights, ownership of houses and other assets attached to land; adjusted 50% reduction in construction permit fees and 100% reduction in business registration fees...
Ensure compliance with legal regulations
According to the Department of Finance, assigned to preside by the City People's Committee, the Department coordinates with agencies to propose adjusting and reducing the collection of some types of fees under the authority of the City People's Council to ensure compliance with the provisions of the Law on Fees and Charges and documents guiding the implementation of the law. At the same time, comply with the correct authority, form, order, and procedures for developing and promulgating legal documents, ensuring transparency, ease of access and implementation, suitable to the local situation and practically removing obstacles and difficulties, stimulating production, business, and services, contributing to ensuring social security...
According to calculations, for seaport infrastructure fees, after applying the new fees, domestic budget revenue will be reduced by about 139 billion VND; Fees to visit scenic spots decreased by about 3.7 billion VND; Fees for appraisal of land use right certificate documents decreased by 462 million VND; Security transaction registration fee reduced by 111 million VND; Fees for granting certificates of land use rights, home ownership, and land-attached assets decreased by 578 million VND; Business registration fees decreased by 675 million VND... The city's total fee collection in 2020 after adjustment decreased by about 144.7 billion VND, a relatively large number in the context that domestic budget revenue in 2020 still faces many difficulties. However, for the sake of general development and stemming from moWanting to share and overcome difficulties caused by the negative impacts of the COVID-19 pandemic, the city directed relevant sectors to proceed immediately to ensure all necessary procedures and documents were submitted to the 14th session and the 15th City People's Council for approval. It is expected that Hai Phong will apply reduced fees and charges from August 1 to December 31, 2020.
To remove obstacles and difficulties for businesses and people due to the COVID-19 pandemic, recently, the Government, ministries and central branches have continuously adjusted and reduced a number of fees and charges in the construction sector; Fees for appraisal and issuance of business licenses for international and domestic travel services; fees in the field of water resources; air; Registration fees for domestically produced cars... These are practical actions, meeting the expectations of businesses and people, contributing to promoting import and export activities of goods through Hai Phong port area and attracting tourists to Hai Phong.
