(Haiphong.gov.vn) - On the morning of July 22 at the International Conference Center of Hanoi City, the Central Economic Committee organized an online plenary session within the framework of the Vietnam Energy Summit 2020 to implement Resolution No. 55 - NQ/TW dated February 11, 2020 of the Politburo on the Strategic Orientation of Vietnam's National Energy Development Up to 2020. 2030, with a vision to 2045 to 63 local bridge points and nearly 30 international bridge points. In his opening speech at the plenary session, Head of the Central Economic Commission Nguyen Van Binh affirmed that energy currently plays an important and pioneering role in determining national economic growth. Recognizing this importance, the Party and state have implemented many guidelines and policies for energy development in the new development context. Accordingly, national energy development must be consistent with market economic institutions, quickly building a synchronous, competitive, and transparent energy market with many forms of ownership and business methods. In addition, it is necessary to apply market prices for all types of energy, and encourage the creation of favorable conditions for all economic sectors, especially the green economy.Individuals participating in energy development. In particular, it is necessary to resolutely eliminate all signs of subsidy, monopoly, and unfair competition.
Mr. Nguyen Van Binh emphasized that it is necessary to clearly define tasks in each specific stage and propose specific proposals to soon complete the development of the energy industry. Recommend difficulties and obstacles to create conditions for private enterprises to participate in investment, including electricity transmission projects.
Speaking at the Forum, Deputy Prime Minister Trinh Dinh Dung also affirmed that Vietnam always pays special attention and invests appropriately in energy development to ensure national energy security and promote production development, especially during the period of accelerating industrialization and modernization of the country.
The Deputy Prime Minister said that the Prime Minister is currently focusing on directing the implementation of Resolution 55, first of all on perfecting institutions and controlling the development process. Regarding mobilizing resources for energy until 2025, Vietnam needs 7 - 10 billion USD for new projects, investing heavily in power sources and transmission. To meet the growth target of 8% until 2030, the Government estimates that power capacity needs to increase from the current 42 GW to 60 GW in 2020 and 100 GW in 2030. Thus, each year Vietnam needs to install 5 GW of new capacity in the period from 2018 to 2030, which poses many technical, management and financial challenges.
From now until 2030, each year Vietnam's electricity industry needs new investment of about 8-12 billion USD, higher than the average of 8 billion USD/year in the previous period, with a focus on the beginning of the period, with an increasing investment shift into renewable energy, thermal power and grid infrastructure.
During discussion at the plenary session, delegates recommended the need to improve mechanisms, policies and laws to facilitate national energy development, invest in upgrading energy infrastructure, protect the environment and apply modern technology to the energy industry according to the viewpoints, policies and requirements of Resolution 55; Propose the creation of mechanisms and policies to form and develop a number of renewable energy centers in advantageous regions and localities; Resolve problems and difficulties in energy development of localities...
