It is a seaport city that has been established for more than 135 years, with more than 126 km of coastline and more than 4,000 km of sea surface; is an important traffic and exchange hub in Vietnam and internationally. Hai Phong has a synchronous transportation infrastructure system, with 5 types of transportation (sea, road, rail, aviation, inland waterways) conveniently connecting interprovincially, interregionally and to countries around the world. Participating in the discussion at the Forum, Director of the City Department of Industry and Trade Nguyen Van Thanh said, from 2022 to now, the Hai Phong Department of Industry and Trade has proposed to build 3 digital transformation projects: Creating a Logictics industry database; Logictics online trading platform and Logictics interdisciplinary digital transformation. To connect state management agencies with businesses operating in Hai Phong, nationwide and internationally, as well as provide a system of relevant Vietnamese and international legal documents. The issue of inter-industry digital transformation has been advised by the Department of Industry and Trade and has created a number of contents, developed a project to create a database and basically complete the online Logictics trading floor. 3 The above project will be the first step to share data of cin state management agencies and businesses. "We have also proposed to the Ministry of Industry and Trade to propose to the Government to direct Ministries and Departments to allow data sharing and for businesses to easily access policies" - Director of the Department of Industry and Trade stated. However, to achieve that goal, it is necessary to share information and data from businesses when participating in the industry's common database and online trading floor to be able to share with state management agencies and businesses.
Currently, all ministries, branches and localities have established a Digital Transformation Steering Committee; 17/22 ministries, branches and 57/63 localities have issued digital transformation programs/plans/projects for the 5-year period. However, the digital transformation process in the logistics sector in Vietnam still faces many difficulties at both the macro and micro levels, both at State and local management agencies and businesses. According to the survey in the 2023 Logistics Report of the Ministry of Industry and Trade, 90.5% of logistics service businesses participating in the survey are still in the digitalization stage, including level 1 which is computerization and level 2 which is connection. Among them, the majority of businesses are at level 2 with a rate of up to 73.5%. Only about 5% of logistics service businesses have advanced to level 3c bureaucratization, 2.2% at level 4 is transparency. In particular, only 1.9% of logistics service businesses that have advanced to level 5 have the ability to forecast and a very "modest" number of 0.4% of businesses that have reached the highest level, level 6, have the ability to adapt.../.
