On the morning of May 26, in Hai Phong city, the Central Policy and Strategy Department, Ho Chi Minh National Academy of Politics, and the Central Theoretical Council, in coordination with the Hai Phong City Party Committee and relevant agencies, organized a National Scientific Workshop with the theme: "Innovating the national development model based on science, technology, innovation, and digital transformation."
Comrades: Nguyen Thanh Nghi, Member of the Politburo, Secretary of the Party Central Committee, Head of the Central Policy and Strategy Department; Doan Minh Huan, Member of the Politburo, Director of Ho Chi Minh National Academy of Politics; Prof. Dr. Nguyen Xuan Thang, former Member of the 13th Politburo, Chairman of the Central Theoretical Council; Le Ngoc Chau, Member of the Party Central Committee, Secretary of the City Party Committee, Head of the Hai Phong City National Assembly Delegation co-chaired the Workshop.
The Workshop was attended by leaders of central departments, ministries, and sectors, provinces and cities, scientists, experts, international organizations, and the business community.
The Workshop is a scientific forum of particular importance, aiming to provide theoretical and practical arguments for the development of the Project "Innovating the national development model based on science, technology, innovation, and digital transformation" to be submitted to the Third Conference of the 14th Party Central Committee.
Delivering the opening speech at the Workshop, Comrade Nguyen Thanh Nghi, Head of the Central Policy and Strategy Department, emphasized that after nearly 40 years of Doi Moi (renewal), the national development model has been gradually perfected, transforming Vietnam from an underdeveloped economy into one of the most dynamic economies, with a GDP ranking 32nd in the world in 2025, and among the top 15 countries with the largest global trade volume. However, the current growth model still reveals many limitations, as it heavily relies on capital, labor, and resource exploitation; productivity, quality, and competitiveness are not high; and innovation capacity and technological mastery are limited.
The Head of the Central Policy and Strategy Department affirmed that in the context of the strong Fourth Industrial Revolution, science, technology, innovation, and digital transformation have moved beyond the scope of mere economic drivers to become the foundation of national competitiveness, strategic autonomy, and development security. Therefore, innovating the national development model based on science, technology, innovation, and digital transformation is not only an objective requirement but also a strategic choice of decisive significance for the country's future development.
According to Comrade Nguyen Thanh Nghi, the Documents of the 14th Party Congress continue to affirm the requirement to innovate the development model towards modernity, green, digital, and knowledge-based; taking science, technology, innovation, and digital transformation as the main drivers for rapid and sustainable development. The Congress emphasized the requirement to strongly develop the digital economy, digital society, and digital citizens; build a national innovation ecosystem; form high-tech industries, strategic industries, and Vietnamese technology enterprises with global competitiveness.
Delivering a welcoming speech at the Workshop, Hai Phong City Party Committee Secretary Le Ngoc Chau affirmed that organizing the Workshop in Hai Phong has a particularly important theoretical and practical significance, contributing to clarifying major orientations, mechanisms, policies, and breakthrough solutions to promote rapid and sustainable development based on science, technology, innovation, and digital transformation.
Comrade Le Ngoc Chau stated that after merging with Hai Duong province from July 1, 2025, Hai Phong enters a new development phase with a larger scale, more important position, and stronger development potential. The city currently has an area of nearly 3,200 km², a population of over 4.6 million people, and an economic scale of nearly 30 billion USD, ranking 3rd nationwide. In 2025, Hai Phong's GRDP increased by 11.81%, ranking second nationwide and highest among centrally-run cities; it is the only locality to maintain double-digit GRDP growth for 11 consecutive years.
In the first 4 months of 2026, the city's socio-economy continued to maintain positive growth momentum with Q1 GRDP increasing by 11.21%; total state budget revenue reached over 78 trillion VND; FDI attraction reached nearly 1.3 billion USD, an increase of 76.8% over the same period; export turnover reached 18.3 billion USD; cargo throughput at ports reached nearly 59 million tons. Hai Phong also ranked 3rd nationwide in the Provincial Digital Transformation Index (DTI), 4th in the Provincial Innovation Index (PII), and continued to lead the country in the Public Administration Reform Index (PAR INDEX) and the Satisfaction Index of Public Administrative Services (SIPAS) in 2025.
The Secretary of Hai Phong City Party Committee emphasized that the city determines not only to be a modern industrial, seaport, and logistics center but also to become a growth pole based on knowledge, science and technology, innovation, and digital transformation; pioneering in innovating the development model and enhancing modern governance capacity. Hai Phong aims to maintain an average GRDP growth rate of 13% per year or more, striving for 14% per year in the 2026 – 2030 period; to have the digital economy account for over 35% of GRDP by 2030; and to build the city into an international center for training, research, and application of marine science and technology for the entire country.
Delivering the keynote speech at the Workshop, Prof. Dr. Nguyen Xuan Thang, Chairman of the Central Theoretical Council, stated that innovating the national development model based on science, technology, and innovation is a matter of particularly important theoretical and practical significance in the new context to enhance strategic autonomy, promote rapid growth, and sustainable national development.
Prof. Dr. Nguyen Xuan Thang emphasized that Vietnam's new development model must be people-centered, serving as both the goal, the driving force, and the resource for development; rapid yet sustainable and inclusive development, leaving no one behind. Accordingly, science, technology, innovation, and digital transformation should not only be growth drivers but also be integrated with cultural and social development, environmental protection, green transition, energy transition, improving the quality of human resources, and innovating the national governance model.
At the Workshop, delegates, experts, and scientists focused on discussing and clarifying the theoretical basis and international experience regarding national development models; assessing the current state of Vietnam's development model after 40 years of Doi Moi; analyzing new opportunities and challenges under the impact of science and technology and digital transformation; and proposing major viewpoints, orientations, and solutions to innovate the pillars of the national development model in the coming period.
According to the program, the Workshop included 5 main presentations and an open discussion session with the participation of many experts, scientists, representatives of international organizations, businesses, and local leaders. The Organizing Committee received over 100 quality presentations from leaders, former leaders of the Party and State, scientists, experts, and international organizations submitted to the Workshop./.
