(Haiphong.gov.vn) – The City People's Committee has just proposed the Ministry of Planning and Investment to consider and report to the Prime Minister to support central budget capital to implement the investment project to build Ben Rung bridge and the path at both ends of the bridge connecting Thuy Nguyen district, Hai Phong city with Quang Yen town, Quang Ninh province.
Hai Phong city is currently researching investment in synchronous traffic connection projects to promote regional links in the development triangle of Hanoi - Hai Phong - Quang Ninh, along with Northern coastal localities, including the Ben Rung bridge to replace the current Rung Ferry, connecting with Quang Ninh province, in accordance with the spirit of Resolution No. 45-NQ/TW on the construction and development of Hai Phong city until 2019. 2030, vision to 2045 issued by the Politburo.
The project has the scale of building a new Ben Rung bridge with a permanent structure with a bridge length of about 1,855.8m; Width of main bridge and approach bridge: 21.5m; Build a road at both ends of the bridge with a scale of level III plain road (about 1.37km on the Hai Phong side, about 1.58km on the Quang Ninh side), the cross-section of the road is 21.5m wide; Installing lighting systems, waterway and road signs according to current standards... Land use area is about 14.59 hectares (of which Hai Phong 5.17 hectares; Quang Ninh 9.42 hectares). Total project investment is more than 2,280 billion VND.
Hai Phong City People's Committee requested the Central budget to support the cost of bridge construction; For path construction, site clearance costs and other costs, Hai Phong commits to allocating the city budget for implementation.
According to the Road Transport Planning of Hai Phong city to 2020, orientation to 2030 approved by the City People's Council in Resolution No. 32/2014/NQ-HDND dated December 10, 2014, Ben Rung bridge replaces Rung Ferry on provincial road 359 connecting provincial road 331 to Quang Yen town, province. Quang Ninh. In addition, in the Master Plan for transportation development of Quang Ninh province to 2020 and orientation to 2030 approved by the Provincial People's Committee in Decision No. 2738/QD-UBND dated August 30, 2011, the orientation of provincial road 331 for the period 2011 - 2020 maintains the technical level of the entire route, level III in the delta; During the period 2021 - 2030, research and build a bridge to replace Rung Ferry.
Investing in the construction of Ben Rung bridge to replace the current Rung Ferry is extremely necessary to create an inter-regional traffic connection system, meeting the travel needs of people and the goods transportation needs of businesses; connection between coastal economic zones and industrial parks such as: Ben Rung Industrial Park, VSIP Industrial Park (belonging to Dinh Vu - Cat Hai Economic Zone, Hai Phong) with Dong Mai Industrial Park, Song Khoai Industrial Park (belonging to Quang Yen town, Quang Ninh province); Connecting with the International Gateway Port at Lach Huyen to promote trade in goods with the region and the world, contributing to increasing export turnover and attracting domestic and foreign investment, creating motivation for socio-economic development of Hai Phong city, Quang Ninh province in particular and the Northern key economic region and the Northern Delta in general.
Rung Ferry connects provincial road 359, Thuy Nguyen district, Hai Phong city with Quang Yen town, Quang Ninh province via Bach Dang river. This is the largest ferry route in the North with a distance of about 1.2km between the two stations. Every day this ferry receives thousands of passengers and vehicles with more than 100 trips. The current Rung Ferry has been invested and exploited for many years, the infrastructure is degraded, the quality of transport is very low, outdated, and has many potential risks of traffic insecurity.
