Promote the implementation of interconnected public services, increase the rate of people using online public services

Implement the direction of the Working Group to implement Project 06, Administrative reform, digital transformation associated with Project 06 on promoting propaganda solutions and implementing public services connecting 02 groups of administrative procedures: Birth registration - Permanent residence registration - Issuing health insurance cards for children under 6 years old and Death registration - Removal of permanent residence registration - Handling funeral and death expenses. Vice Chairman of the City People's Committee Hoang Minh Cuong has just given instructions in Document 10780/VP-VX.

Accordingly, the Department of Science and Technology is assigned to preside over and coordinate with the City Public Administration Service Center to ensure infrastructure, upgrade the Administrative Procedures Handling System to synchronize file status, receive electronic copies of birth and death certificates from the Electronic Civil Status System, synchronized with the interconnected public service system. At the same time, organize periodic training programs for grassroots staff on the process of implementing data interoperability, ensuring effective implementation in the electronic environment.

The Department of Culture, Sports and Tourism strengthens propaganda and dissemination of information about the benefits and ways to use public services through many forms such as instructional videos, loudspeakers in communes and wards, social networks and online platforms. Propaganda content should emphasize the regulation on confirmation of consent from the householder/owner when performing procedures, helping people easily access and proactively use online public services, in accordance with the digital transformation goal of Project 06.

The People's Committees of communes, wards, and special zones proactively coordinate with the Department of Science and Technology and the Department of Finance to review and propose investment and upgrade digital infrastructure in the area; At the same time, organize on-site practical guidance and improve skills for officials and people in using online public services.

Promoting the implementation of public services connecting the two groups of administrative procedures mentioned above is an important solution to improve the quality of service to the people, modernize the administration, and contribute to effectively implementing the goal of digital transformation in the spirit of Project 06 of the Government./.
