On the afternoon of October 29, Vice Chairman of the City People's Committee Tran Van Quan inspected and worked with departments, branches, Construction Investment Project Management Board in Hai Duong area, Western Hai Phong Construction Investment Project Management Board, and wards in the old Hai Duong city area on the progress of disbursement of public investment capital for projects being implemented in Hai Duong area.

The Management Board of Construction Investment Projects in Hai Duong area has been assigned to implement 86 projects, with a total public investment capital plan for 2025 assigned to 721.3 billion VND. Of these, 36 projects have been completed, 39 projects have selected a construction unit and are being implemented, 07 projects are about to be implemented, 04 projects have not yet had their investment policies approved.
The cumulative disbursement value until October 25, 2025 is 404.146 billion VND, reaching 56% of the 2025 capital plan, exceeding the City People's Committee's plan No. 175/KH-UBND by over 22.6 billion VND.

In the process of implementing public investment projects in the area, the Hai Duong Area Construction Investment Project Management Board is facing a number of difficulties and obstacles related to site clearance, compensation, resettlement and implementation capital.
According to the report, site clearance work is currently slow due to many reasons. Some wards have not completed the confirmation of land origin, cadastral records are inaccurate, the location of recovered land is difficult to determine or has insufficient legal basis; Measuring, adjusting maps, and issuing land use rights certificates to households remains outstanding. Many households have agricultural land mixed in residential areas, land transferred by handwritten paper or legal procedures have not been completed, causing difficulties in determining land type and compensation unit price.
In addition, some projects have a large number of displaced households, but have not yet completed the cemetery land fund and resettlement areas, affecting progress. The work of determining the volume of relocated graves and valuing compensation for materials and assets still has many problems, because each locality applies different calculation methods and methods.
Regarding the recovery of materials and assets after the State recovers land, businesses request to apply the old compensation mechanism, while the new regulations under the Land Law 2024 and Decree 88/2024/ND-CP require compensation according to the new asset value with equivalent technical standards. This lack of consensus causes the handover of premises at some projects such as the Thai Binh River Crossing Bridge, the central area of Hai Duong city, and the internal road of area 2 (Hoa Hong Hotel) to be delayed.

In addition, the approval of compensation and support plans after publicity is still slow, some localities have not completed the documents, affecting the time for payment and handover of the premises. Some projects have not been approved for funding to pay salaries and allowances for officers working on site clearance, leading to difficulties in maintaining the force to perform their tasks.
The Management Board of Construction Investment Projects in Hai Duong area also proposed that the city soon remove inadequacies in compensation unit prices and expenditure levels for organizing compensation, support, and resettlement, because the expenditure levels according to new regulations are not consistent with reality.
The Project Management Board requests the City People's Committee, relevant Departments and branches to guide the completion of documents submitted for appraisal, approval, adjustment of investment policies, and approval of investment projects for a number of projects as a basis for selecting construction contractors and starting construction. Emphasizing that the completion of disbursement of public investment capital is a measure of the operating efficiency of departments, branches, branches and commune and ward authorities. The remaining road to 2025 is not long, requiring more drastic, flexible and closer disbursement of public investment capital from units and localities.
