– On the morning of November 9, the City Department of Industry and Trade coordinated with the Central School of Industry and Trade Officer Training (Ministry of Industry and Trade) to open the course "Training on self-certification of origin of goods" under the framework of the ASEAN Trade in Goods Agreement. Representatives of more than 100 businesses in the city attended the training course.

The training course aims to help businesses systematize and update the latest legal regulations related to the pilot implementation of self-issuance of certificates of origin, as well as grasp and apply relevant regulations to enjoy incentives when exporting to markets with which Vietnam has FTAs.
The ASEAN Trade in Goods Agreement (ATIGA) is ASEAN's first comprehensive agreement regulating all intra-bloc trade in goods. Accordingly, Vietnam joined ASEAN in 1995 and began implementing ATIGA in 1996. Regarding the method of certification of origin of goods in ATIGA, it is currently implemented according to two mechanisms: (1) issuance of Certificate of Origin (C/O) and (2) self-certification of origin.
The training course helps businesses systematize and update the latest legal regulations related to pilot implementation of self-issuance of certificates of origin of goods.
Recently, Hai Phong Department of Industry and Trade has promoted the implementation of the self-certification mechanism of goods origin, thereby helping businesses reduce the administrative procedures they need to carry out and gradually improve their position in the international market; Save costs, save human resources, and be proactive in time compared to the traditional mechanism of requesting a competent organization to issue C/O.
At the end of the course, students who are representatives of qualified businesses will be granted a Certificate of self-certification of origin of goods (a condition for self-certification of origin of goods within the framework of the ASEAN Trade in Goods Agreement - corresponding to C/O form D according to current regulations).
The training course takes place in 03 days, from November 9 to 11, 2023.
