From November 7, 2023 to November 8, 2023, the Department of Finance - Standing agency of the Steering Committee for innovation and collective economic development of city cooperatives and the following departments: Agriculture and Rural Development, Industry and Trade, Finance, Transport, Construction, Labor - Invalids and Social Affairs, Science and Technology, Information and Communications, Culture and Sports, Tourism; State Bank – Hai Phong Branch; City Farmers Association; City Cooperative Alliance; The People's Committees of the districts received the Working Group of the National Steering Committee on Collective Economy. The head of the working group is Mr. Dang Van Thanh - Deputy Director of the Department of Economic Cooperation, the head of the delegation and representatives of ministries and branches.
On the morning of November 7, 2023, the Working Group went on a field survey at Thang Thuy Agricultural Production and Business Services Cooperative (Vinh Bao district) and An Hung Agricultural and Electricity Services Cooperative (An Duong district).
Thang Thuy Agricultural Production, Business and Services Cooperative's main business activities are purchasing agricultural products and cold storage services, with revenue of 3.6 - 4 billion/year, profit of 20% of revenue, average income of 8 million/person/month. In 2020, the Cooperative was supported by the Center for Trade and Investment Promotion of the Vietnam Cooperative Alliance with a cold storage system to preserve agricultural products worth 279,900,000 VND to preserve seed potatoes and preserve flowers and agricultural products.

An Hung Agricultural and Electricity Services Cooperative operates mainly in agricultural production services, electricity business management services and environmental sanitation services. Regarding agricultural production services, the Cooperative is producing and exporting green onion products, products meeting Ocop 4-star standards. In 2022, An Hung Cooperative will export 50 tons of green onion products to Japan and in 2023 it will export 70 tons. Regarding electricity business management services, An Hung Cooperative is managing and operating electricity service business serving 3,750 customers. The power grid system facilities include 14 transformer stations with a total capacity of 6150 KVA and 42 km of low voltage lines, of which 6 transformer stations and 42 km of low voltage lines are the property of the cooperative with a total value of 14 billion VND. About translationThe cooperative's daily environmental sanitation service processes 14m3 of garbage. Revenue in 2022 is 30 billion VND, in 2023 it is 32 billion VND. The average income of workers is 6.5 million/month/person. An Hung Agricultural and Electricity Service Cooperative is one of three units selected by the city to participate in the project to complete and replicate an effective new cooperative model in the period 2021-2025. The cooperative chooses a large-scale land accumulation model and applies high technology to production.

On the afternoon of November 7, 2023, the Department of Finance along with departments, branches and units of the People's Committees of districts worked with the Working Group on the situation of collective and cooperative economic development and implementation of contents related to cooperative development in the National Target Program on building new rural areas for the period 2021-2025. The city has 589 cooperatives, 01 cooperative union and 85 cooperative groups. At the meeting, delegates focused on discussing the following topics: support policies for cooperatives, cooperative development support funds, problems in dissolution and bankruptcy of cooperatives, cooperative models, new rural areas... achieved results and limitations that need to be overcome.

On the morning of November 8, 2023, the Working Group organized a workshop to collect opinions on the draft Decree detailing a number of articles and measures to implement the 2023 Law on Cooperatives. In addition to going in-depth, sharing new points in the Decree. Delegates focused on discussing difficulties and problems when implementing the Decree such as handling cooperative assets, classifying cooperatives and applying policies to support cooperatives... The delegation received and synthesized comments and contributions from units to edit, supplement and complete the Decree.
