On the afternoon of July 14, comrade Le Khac Nam, Standing Vice Chairman of the City People's Committee, attended the working session and listened to the Department of Agriculture and Rural Development report on the results of implementing tasks in the first 6 months of the year and mission directions for the last 6 months of the year. In the first 6 months of the year, the city has had many mechanisms and policies to support agriculture and rural areas; which focuses heavily on encouraging production in the direction of expanding concentrated commodity production areas, food safety, promoting the application of technical advances in production, strengthening state management in the field of agriculture and fisheries, limiting environmental pollution... Total funding to support and encourage the development of agriculture and fisheries reached over 725 billion VND. Thanks to that, the production value of agriculture, forestry and fishery is estimated at 7,415.21 billion VND, reaching 51.33% of the year's plan, up 0.04% over the same period in 2015.

Implementing the national target program to build new rural areas, the agricultural sector has proposed that the city invest 1,151.35 billion VND. Of which, 257 thousand tons of cement were supported, with a budget of 378 billion VND to build internal field roads, village roads, bridges and culverts; The City People's Committee decided to support nearly 273 thousand tons of cement, localities received nearly 19 thousand tons; Supported the construction of 282 projects, costing nearly 564 billion VND for 26 communes to complete new rural construction in 2016; support 34.3 billion VND for solid waste treatment in rural areas; renovate 80 people's cemeteries, with a budget of 80 billion VND according to commune-level new rural planning management...

Regarding restructuring the agricultural sector, the Department of Agriculture and Rural Development has developed an action plan to submit to the city for approval; Propose mechanisms and policies to support the development of agriculture, fisheries, rural economy, improve farmer income in the period 2016-2020, orientation to 2025...

In addition to the achieved results, the agricultural sector also faces many difficulties. Some agricultural and fishery development tasks, new rural area construction programs, and dyke repair projects are still implemented slowly; Spring crop planting area is not guaranteed, mechanization in some stages is still low; Vaccination of livestock and poultry is slow, slaughter management is weak...

The Vice Chairman requested the Department of Agriculture and Rural Development to urgently coordinate with the Department of Home Affairs to develop and complete a project to arrange and consolidate the organization of the industry according to Joint Circular No. 14/2015/TTLT-BNNPTNT-BNV, dated March 25, 2015 of the Ministry of Agriculture and Rural Development and the Ministry of Home Affairs; Synchronously deploy solutions to accelerate the progress of new rural construction associated with the model of agricultural production growth towards high value and efficiency; Pay attention to and supervise the work of supporting farmers to develop production and livestock production; Strengthen inspection and supervision of new rural construction; Prepare well for the review of 5 years of new rural development associated with industry restructuring; Do a good jobc Prepare and advise the city on flood and storm prevention and search and rescue; Review and re-check the "4 on-site" criteria.
