(Haiphong.gov.vn) - On the afternoon of June 5, Chairman of the City People's Committee Nguyen Van Tung chaired a meeting with representatives of households who had petitions about land prices in resettlement areas under the Urban Area Project connecting Lach Tray Street with Ho Sen - Cau Rao 2 Street and Quan Mau Interchange.

Attending to work on the Central side were comrades Nguyen Hong Diep, Head of the Central Citizen Reception Committee; Le Van Dung, Deputy Chief Inspector, Inspectorate of the Ministry of Natural Resources and Environment; Nguyen Xuan Anh, Deputy Secretary General, Chief of Office of the Vietnam Bar Federation.
On the city side, there were members of the Standing Committee: Dang Ba Cuong, Head of the City Party Committee's Internal Affairs Committee; Le Tri Vu, Head of the City Party Committee's Mass Mobilization Committee; together with leaders of relevant departments, branches, localities and units.

According to the City Citizen Reception Committee, in order to carry out site clearance of the Urban Area Project connecting Lach Tray Street with Ho Sen - Cau Rao 2 Street and Quan Mau Intersection, households with land recovered in addition to being granted resettlement land plots according to regulations, 107 households with land recovered requested to buy 01 additional land plot each and have been temporarily handed over land by the Commercial Construction and Investment Joint Stock Company (Investor) since 2019. 2015 – 2017 (no land allocation decision yet). Because up to now, the above households have not been granted Certificates for additional land plots, so they have sent a petition to the City People's Committee.

From March 2023 until now, the City Citizen Reception Committee has received 12 petitions (no denunciations or complaints) from citizens related to buying 01 additional plot of land (of which, 11 petitions are from households in Dang Lam 1, 2, Hai An district; 01 petition is from households in Trai Le Area, Kenh Duong - Vinh Niem, Le Chan district).
At the meeting, households proposed that the city issue land use rights certificates to households that were temporarily allocated land from 2015 - 2017, and at the same time soon issue land use fees.

After listening to citizens' petitions and opinions from sectors and central agencies participating in the work, Chairman of the City People's Committee Nguyen Van Tung requested the People's Committees of Le Chan, Ngo Quyen and Hai An districts to review and summarize the consultation and propose a policy for households to buy more land, to avoid this complicated backlog. Assign the City Inspectorate to review all inspections and audits of this Project, and coordinate with the Department of Home Affairs to review the responsibilities of relevant organizations and sectors in allowing the above shortcomings to occur.
The Chairman agreed to assign the Department of Natural Resources and Environment to advise the City People's Committee within 01 month to issue a Document to submit to the Prime Minister asking for a policy allowing the city to carry out land allocation procedures to households to completely resolve the problems. After receiving the Prime Minister's approval on the land allocation policy, the city will calculate the land price at this time, so that citizens can pay money into the budget according to regulations to be granted a Land Use Rights Certificate.
The Chairman also suggested that the enterprise re-determine the infrastructure costs at that time along with costs other than land fees, deducting and returning them to households. In case the enterprise collects too much money, the enterprise must support the households again./.
