(Haiphong.gov.vn) - On the morning of March 1, Deputy Prime Minister Tran Luu Quang chaired an online working session with 03 localities, including: Hai Phong, Quang Ninh and Hai Duong to remove difficulties and obstacles, promote production and business, public investment, infrastructure construction and exports in these localities.
This is the third meeting of Deputy Prime Minister Tran Luu Quang with Hai Phong, Quang Ninh and Hai Duong on the above content after the Prime Minister signed the Decision to establish 26 Working Groups chaired by Government members to work with 63 provinces and cities across the country.

At the meeting, localities reported on the situation of production and business, public investment, infrastructure construction and exports in 2023 and the first 2 months of 2024; highlight institutional problems that need to be resolved. Specifically, Hai Phong city proposed that the Ministry of Natural Resources and Environment soon submit to the Government to decide on the maritime administrative management boundary between Hai Phong and Quang Ninh; The Ministry of Planning and Investment will soon report to the Prime Minister to approve the investment policy in Industrial Parks and the 4-Port project of Lach Huyen International Gateway Port.

At the Conference, representatives of leaders of the Ministries: Planning and Investment, Industry and Trade, Finance, Natural Resources and Environment, Culture - Sports and Tourism, and Transport provided initial feedback on the recommendations of the localities; Update the progress of resolving difficulties and obstacles of your ministries and branches according to your authority; At the same time, update new regulations of the Central Government.

Speaking at the meeting, Deputy Prime Minister Tran Luu Quang emphasized that since the Prime Minister assigned Government members to meet with localities, many new institutions have been built and are about to take effect, typically the revised Land Law. For 3 localities, based on the previous 2 meetings, about half of the problems have been focused on solving by ministries and branches. The remaining issues will continue to be handled in the near future in newly issued laws, decrees and circulars. In order for this working mechanism to be more effective, the Deputy Prime Minister suggested that localities must also proactively propose to central agencies how to handle local difficulties and problems.

Appreciating the efforts of the Ministry of Natural Resources and Environment, the Ministry of Construction is trying to complete the development of Decrees guiding the implementation of the Land Law and the revised Housing Law to soon bring these two laws to life. The Deputy Prime Minister asked localities to carefully study and comment on the draft Decrees (of the Land Law alone, there are 9 Decrees that need to be promulgated) because this is a once-in-10-year opportunity to remove difficulties and obstacles for localities. The Deputy Prime Minister also requested ministries and branches to continue to fully acknowledge the opinions at today's meeting and discuss specifically with localities before responding in order of priority./.
