At the Conference, Secretary of the City Party Committee Le Tien Chau informed the delegates of the results of the 13th Party Central Committee Conference. The City Party Executive Committee unanimously decided to merge the City Party Committee's Propaganda and Education Committee and the City Party Committee's Mass Mobilization Committee into the City Party Committee's Propaganda and Mass Mobilization Committee. Merge Hai Phong Newspaper and Hai Phong Radio and Television Station into Hai Phong City Press and Communications Center.

Agree on the policy for the City People's Council to resolve: Merge the Department of Finance and the Department of Finance to establish the Department of Finance.
