Today, the Party Committee of Do Son district holds the 25th Congress, term 2020-2025. On behalf of the City Party Committee, I would like to send to the delegates, distinguished guests, and all party members and people of Do Son district good health. Wishing the Congress great success!
Dear Congress!
During the 2015-2020 term, the Party Committee, government, army and people of Do Son district made many efforts and achieved important results in implementing Resolution 15 of the City Party Congress and Resolution 24 of the District Party Committee. Those results and achievements are clearly shown in the Political Report that the 24th District Party Executive Committee submitted to the congress. During the preparation process for the District Party Congress, at the Party Congress of the Party's grassroots organizations and at the district level, I learned that the draft Political Report of the District Party Executive Committee was hotly discussed, extensively analyzed, and many elderly party members also enthusiastically contributed and evaluated quite comprehensively, both achievements and positive aspects.There are limitations in the leadership and direction of the District Party Committee.
On behalf of the City Party Committee, I have some opinions to further highlight the results of the last term as follows:
One: First of all, it must be affirmed that from 2015 to present, the socio-economic situation of Do Son district has changed strongly, in harmony with the general development trend of the entire city. All 18/18 socio-economic targets set by the Resolution of the 24th District Party Congress have been completed, with 9 targets being exceeded. The economic growth rate reached an average of 16.39%/year, exceeding the congress target (from 13-15%). The economic structure has shifted in the right direction, the proportion of the trade, service, tourism, industry, and construction sectors increased, while the agriculture and fisheries sectors decreased from 22.4% to 11.6%. Total state budget revenue in the area is 2.12 times higher than the period 2010-2015.
Two: Attracting social resources to invest in the area has initially prospered. After many years of quiet and stagnation, in the last term, total social investment in Do Son increased by 19.9%/year, exceeding the target set by the congress. Do Son is of interest to a number of large investors, in which Geleximco Group's projects are being implemented urgently, initially achieving positive results.
To get those results, the Party Committee, government and the entire district political system have stepped in, created the consensus and support of the people, and recovered hundreds of hectares of land and water surface without coercion, which is a great and remarkable success.
Three: The Party Committee and government of Do Son district have directed and organized the good implementation of the City Party Committee's leadership motto that social security must be one step ahead of economic development. Therefore, the mechanisms to support materials and cement to improve sidewalks and alleys have achieved important results, and the implementation of the city's policy on supporting new construction and repair of houses for policy families has been actively implemented. In particular, giving gifts and encouragement to families of war invalids and martyrs on holidays and New Year is of great concern. Poverty reduction work achieved high results, the poverty rate decreased from 2.94% at the beginning of the term, to 0.25% in 2020, lower than the general rate of the city (0.5%).
Four: Party building work is given special attention by the District Party Committee; Internally, the Party Executive Committee and the District Party Standing Committee always ensure solidarity and unity for the common cause. In the work of leadership, direction and administration, the District Party Executive Committee closely follows and strictly implements the policies and resolutions of the Central Committee and the resolutions of the City Party Committee, the capacity and fighting power of Party organizations and Party members are enhanced, the political system is strengthened, the cadre team has matured, meets task requirements in the new situation, and is trusted by the people.
From the above outstanding results, it can be affirmed that: The recent 24th Congress term of Do Son District Party Committee has achieved important results, contributing to the changes of Hai Phong city in the 2015-2020 term.
On behalf of the City Party Committee, I warmly praise the results and achievements that the Party Committee, government, army and people of Do Son district achieved during the past term.
Dear Congress!
The achievements achieved in the past term are very important and remarkable, but we also clearly see the remaining areas and limitations. In the Political Report of the District Party Executive Committee, it was also clearly pointed out. I think that the biggest problem of Do Son district is that the tourism potential has not been promoted commensurate with the famous land with special natural blessings, with many precious historical and cultural values imbued with the identity of coastal residents. On the other hand, state management in some areas such as urban order, environmental resources, and commercial services is still unsatisfactory.
During the discussion, I suggest that the delegates, in addition to objectively evaluating the achievements, need to further analyze and clarify the above existing problems, thereby proposing solutions in the next term.
Entering the 2020-2025 term, the Political Report and draft resolution of the congress have identified the theme:“Improving the leadership capacity and fighting power of the entire Party, promoting the strength of great solidarity of the entire people, promoting investment attraction, exploiting potential advantages, building Do Son district to become a modern, smart coastal tourism urban area, a tourism center of the whole country. domestically and internationally by 2025”. That topic is completely consistent with the City Party Committee's orientation on building and developing the city in the coming period, in order to effectively implement Resolution 45 of the Politburo. In the process of carrying out the task, I note the following points for comrades:
First: One of the three breakthroughs in the city's socio-economic development in the coming years is tourism development, with the focus being on Cat Ba and Do Son. Do Son district is a coastal land, rich in potential, beautiful natural landscape, with long and unique historical and cultural marks, turning tourism into a driving force for development is the inevitable path of Do Son district.
To fundamentally transform the tourism infrastructure and tourism environment, the Party Committee and district authorities need to pay attention to implementing the following tasks:
1- Strengthen state management of tourism, including tourism business activities and tourism services, building an image of friendly and hospitable Do Son land and people; Resolutely handle unhealthy and unethical business practices that negatively affect the image and tourism environment of the locality.
2- Strongly improve the business investment environment, attract social resources to invest in the tourism sector, create the most favorable conditions for businesses to deploy resort tourism projects that meet international standards, and quickly upgrade the quality of Do Son's tourism services.
3- The new term of the District Party Executive Committee needs to consider and clarify why in previous years many tourism projects that businesses have registered, even started and implemented one step but up to now have basically stood still, have not created tourism products as expected, have not had any handling measures, causing frustration among the people.
Second: Do Son is identified as one of the directions to expand Hai Phong urban development according to the approved planning. During the 2015-2020 term, we have implemented many works in this direction. In the next term, the city and the district will increase investment, complete technical infrastructure, especially traffic infrastructure, improve and upgrade the green tree system, and develop an ecological urban resort for the sea.
This is a very important orientation for the future of Do Son district, therefore, the Party Committee and district government need to strictly manage the planning, focusing on managing land funds, especially land along new roads being built in the area such as coastal roads, roads connecting coastal roads to Van Bun intersection... At the same time, the district needs to do a good job of environmental protection, waste collection and treatment, wastewater, especially in tourist areas, closely monitor waste discharge sources into the environment and strictly handle violations according to the law.
Third: Along with economic development, the Party Committee and government of Do Son district must continue to pay more attention to the socio-cultural field. The district government needs to devise new measures to better manage traditional cultural festivals and relic sites with high local spiritual cultural value, turning them into resources to promote tourism development.
The implementation of social security policy must always be a priority task in the leadership and direction of the Party Committee and district government. In that process, the District Party Committee needs to mobilize the entire political system to seriously and effectively implement the city's policies to comprehensively improve and enhance the lives of all walks of life, leaving no one behind in the city's development process. I request that the Party Committee of Do Son district set a policy and resolutely strive to have no poor households by the end of 2021.
Fourth: Pay special attention to the areas of Party building work, including regularly organizing the good implementation of Central Resolution 4 (term 11, term 12) on strengthening Party building and rectification in association with implementing Directive No. 05-CT/TW on promoting learning and following Ho Chi Minh's ideology, ethics, and style.
Learning from past lessons, the District Party Committee needs to do a good job of building a team of cadres at all levels, ensuring that the key cadres at the ward and district levels must be comrades who are both capable, responsible, and have pure moral qualities who are trusted and trusted by the people.

An important task of the Congress is to elect the District Party Executive Committee for the 2020-2025 term and elect the Delegation to the 16th City Party Congress. I ask the delegates to promote democracy and wisely choose comrades with strong political will, ability, dare to think, dare to do, and dare to take responsibility to elect to the District Party Executive Committee for the term. In the coming time, the Do Son District Party Executive Committee for the 2020-2025 term will truly be an intellectual, innovative, dynamic and creative collective capable of leading the Party and people of the entire district in the new period.
Comrades elected to the District Party Delegation attending the 16th City Party Congress must be outstanding party members to be able to contribute to the overall success of the congress.
Entering a new era, the period when the entire city implements Resolution 45 of the Politburo, Do Son has been identified by the City Party Committee as one of three breakthrough areas for socio-economic development, so the city will allocate a large resource to invest in development. With the attention of the Party Committee, the city government, and the political determination of the Congress "Solidarity - Innovation - Creativity - Development", we believe that the construction and development of Do Son will turn to a new, historically significant page. It is certain that by 2025, Do Son will affirm its position as a civilized and modern tourism center of the country, becoming one of the driving forces for socio-economic development of our entire city.
