The reason why the Chairman of the National Assembly supports a special mechanism for Hai Phong is not because he favors the port city specifically, but the leader with many years of experience in research, teaching and economic management in many positions pointed out that: "75% of the growth driving force in the world comes from urban areas". Hai Phong is the third largest oldest urban area in the country, with much room for development. The Chairman of the National Assembly also said that this year, the Politburo will issue a thematic resolution on this field for implementation, meaning that the country's highest leaders all recognize the importance of urban development and the urban economy in the overall picture of economic development of the country.
If in the past, urban development was somewhat spontaneous, strong in each locality, that locality did it with a system of legal documents and limited management level, then since the recent 13th Party Congress, in documents, urban development is considered "strategy" and special importance is attached to strategy, thinking, vision, tools and policies for urban development and urban economy. Thus, from now on, urban areas, including Hai Phong, will have many opportunities to develop in a more methodical, synchronous and "smart" way.
With its position as a long-standing seaport city with the most important role in trade in the North, Hai Phong needs to have certain specific mechanisms to "leverage" to maximize its potential, especially its strong fields such as: industry, tourism, logistics, marine economy (sea transport, ship building and repair, crew export; farming, exploitation and seafood processing...).
Perhaps after a long time of mechanically "leveling" and "equality" views on mechanisms and policies of localities, it is time for that thinking to be replaced by another mindset to maximize the strengths of each locality and each field. That is to build separate mechanisms and specific policies for each locality. Experience shows that special cities like Hanoi and Ho Chi Minh City have their own, specific mechanisms that have developed very well, "burdening" a large proportion of the country's GDP. Even like Quang Ninh, since the introduction of special mechanisms, especially after Decision 2824 of the Prime Minister in 2014, there has been a strong breakthrough, a living proof of the application of special mechanisms.
With the very clear opinion of the Chairman of the National Assembly, this is a good opportunity for Hai Phong to have a new development ladder after a series of impressive developments in the past 5 years. “Green light” has been turned on, “ball” is now in Hai Phong's feet. What needs to be done is to urgently research and select which fields, issues, and levels to build into a specific mechanism to maximize the development strengths of the city's leaders, which are the intelligence, vision, and ability to take advantage of opportunities to "score"./.
