After nearly 10 years of implementing the Adjustment of the City Construction Master Plan to 2025, with a vision to 2050, the city has made strong breakthroughs in socio-economic aspects, with a rapid urbanization rate, creating an important breakthrough in infrastructure, having a strong impact on urban development, the development of seaport and aviation services, and tourism services. tourism service. The city develops and expands new urban areas in three breakthrough directions: Southeast, North, and Southwest. The urban area has gradually been upgraded and renovated significantly. Up to now, the City's General Construction Plan has revealed many inadequacies, cannot meet the development requirements in the new era, and has had to be adjusted many times but inevitably lacks synchronization, affecting the city's socio-economic development. The Department of Construction is directing the consulting unit to focus on research to strive to submit to the City People's Council for approval at the City People's Council meeting in December 2019.
At the meeting, the Department of Construction and the consulting unit presented the report, asking for advice from the City Party Committee's Standing Committee for direction on 4 contents: Vision to build Hai Phong city with four urban models to develop Hai Phong city space; overall spatial structure idea of Hai Phong city; orienting 6 management sub-zones and orienting the urban functional network; Design ideas for 3 key areas.
After listening to the reports of the consulting unit, departments and branches and the opinions of members of the Standing Committee of the Bar Party Committee, Secretary of the Bar Party Committee Le Van Thanh acknowledged and praised the departments, branches and consulting units for having many ideas suitable to the situation, associated with the spirit of Resolution 45 of the Politburo. However, he said that the details of some areas are not yet in-depth and close to the current actual situation of the city.
He emphasized that the need to adjust planning is practical. To be practical, we must stick closely to the actual situation, and we must carefully evaluate all planning according to the Prime Minister's approved planning 1448; Pay attention to plans related to the city's socio-economic development, traffic planning, logistics, Central programs and resolutions related to the development of sectors such as health, education, trade, services... On that basis, evaluate the general connection and the actual status of implementation to clearly state what in the planning has been successfully implemented and what shortcomings need to be adjusted.
Comrade City Party Secretary Le Van Thanh suggested that planning must have an economic orientation, with Hai Phong's three major economic axes of industry, seaport, and tourism to be maintained; Carefully study the Hai Phong railway with Thai Binh, Quang Ninh, and Lao Cai; Pay attention to the issue of population growth; Must mention modern urban issues, trees, space, building height, where to develop urban areas, where to develop commerce...
