On the afternoon of July 15, the Standing Committee of the City Party Committee met, gave opinions and implemented a number of contents. Comrade Le Ngoc Chau, Member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hai Phong city chaired the Conference.
Attending the Conference were comrades: Do Manh Hien, Permanent Deputy Secretary of the City Party Committee; Do Thanh Trung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee; Pham Van Lap, Deputy Secretary of the City Party Committee, Chairman of the city's Vietnam Fatherland Front Committee; Members of the Standing Committee of the City Party Committee and leaders of a number of related departments and branches.
The Standing Committee of the City Party Committee met and gave opinions on: Policy to submit to the City People's Council to issue a Resolution on naming roads, streets and public works in the city; Issue a Resolution stipulating exemption and reduction of land rent for establishments implementing socialization and non-profit projects in Hai Phong city; Resolution approving the Resident Relocation Project combined with urban embellishment and renovating and rebuilding old, degraded apartments in the city.
The Standing Committee of the City Party Committee basically agreed on the policy of submitting to the City People's Council to issue a Resolution on naming roads, streets and public works. Comrade Secretary of the City Party Committee noted that the selection of names of famous people and historical figures must ensure representativeness and outstanding contributions to the country or locality. For place names, priority is given to places that have historical and cultural value, are used stably and long-term and are recognized by the community. The City People's Committee Party Committee directed relevant agencies to receive comments and complete documents to submit to the City People's Council for consideration at the regular meeting in mid-2026.
For promulgating the Resolution stipulating land rent exemption and reduction for establishments implementing socialization and non-profit projects in Hai Phong city, City Party Secretary Le Ngoc Chau emphasized that the City Party Standing Committee basically agrees on the policy. This is an important policy to mobilize social resources to invest in the fields of education, health, culture, sports and non-profit activities, contributing to promoting the city's potential, advantages and promoting socio-economic development.
Policy development needs to ensure compliance with the law and at the same time be harmoniously balanced with budget revenue from land rent. The City People's Committee Party Committee is assigned to receive comments at the conference, complete documents and fully implement the order and procedures to submit to the City People's Council for consideration and decision at the regular meeting in mid-2026.
Give opinions on promulgating a Resolution approving the Project to relocate residents combined with urban embellishment and renovating and rebuilding old, degraded apartments in the city. The Standing Committee of the City Party Committee basically agreed on the policy of building the project. The project was built on the basis of concretizing Directive No. 34 of the Secretariat on social housing development in the new situation, conclusions of General Secretary and President To Lam on housing development orientation, and at the same time closely following the policy of the City Party Executive Committee and the provisions of law on housing, construction, and land.
Comrade Secretary of the City Party Committee assigned the City People's Committee to fully absorb the comments and complete the dossier to submit to the City Party Executive Committee for consideration before submitting to the City People's Council for approval. The City Party Committee's Propaganda and Mass Mobilization Department and press agencies promote propaganda work, creating consensus among the people to effectively implement the project after it is issued./.
