The City People's Committee has just issued Plan No. 132/KH-UBND on improving the quality and efficiency of using online public services in the city by 2025. The plan aims to concretize the goal of "Digital transformation with people as the center and motivation", aiming to build the image of "Digital Citizen", promoting the responsibility of leaders in directing, operating, replicating effective models, good practices, ensure completion of set targets.
Accordingly, the city will focus on perfecting institutions and legal policies, promoting administrative reform, simplifying procedures, improving the quality of provision and efficiency of using online public services throughout the process, enhancing online payments, ensuring friendliness and ease of use for people and businesses. Along with that, the city requires raising awareness and responsibility of heads of departments, branches, branches, and People's Committees at district and commune levels in implementing digital transformation; Build a team of qualified officials, civil servants, and public employees who proactively and actively guide and support people in carrying out online administrative procedures, take the lead in using online public services, and mobilize relatives to do the same.
A number of specific targets are set, including: 100% of administrative procedures that meet the prescribed conditions are provided in the form of full-process online public services; 80% of all online public services are integrated and provided on the National Public Service Portal; 100% of results of administrative procedures are digitized and synchronized on the National Public Service Portal; 75% of applications are made online by people and businesses; At least 50% of payment transactions go through the National Public Service Portal; 100% of administrative procedures requiring financial obligations are supported for online payment; 100% of records are updated in the City Administrative Procedures Information System; At least 75% of applications are processed entirely online; Record digitization rate and processing resultsreached 100% at the department and district levels and 80% at the commune level; 60% of adults use online public services; 100% of people and businesses are uniquely identified and authenticated across systems from central to local levels.
To achieve the above goals, the city will deploy many groups of synchronous solutions such as: Reviewing and upgrading the information system to handle city administrative procedures according to regulations; Add high-frequency administrative procedures to the complete online provision list; promote reform and simplify administrative procedures; strengthen propaganda, raise awareness and skills in using online public services throughout society; Include instructions for online payment, personal digital signature and use of public services into communication and propaganda plans on digital transformation of agencies, units and localities; Ensure safety and security of information systems to serve administrative procedures. At the same time, the city encourages people toThank you, businesses use non-cash payment methods through reducing fees and charges, propagating the benefits of using online public services, ensuring compliance with the provisions of the Law on Electronic Transactions No. 20/2023/QH15 effective from July 1, 2024. The city will also focus on digitizing records, cleaning data, and enhancing the reuse of digitized data through connecting and sharing with the personal and organizational data management warehouse on the National Public Service Portal.
The City People's Committee requires agencies, units and localities to seriously and effectively deploy the Plan, clearly define responsibilities and assign specific tasks to complete the set targets, contributing to improving the quality of service for people and businesses and promoting the comprehensive digital transformation process in the city./.
