On the morning of June 5, Vice Chairman of the City People's Committee Nguyen Duc Tho chaired a meeting to listen to the report of the Site Clearance Plan for the implementation of the Lao Cai - Hanoi - Hai Phong railway construction investment project passing through Hai Phong city and resettlement areas serving the Project. In attendance were leaders of relevant departments, branches, units and localities.

The Lao Cai - Hanoi - Hai Phong railway construction investment project passing through the city has a total route length of 48.92km, passing through districts: An Lao, Kien Thuy, Duong Kinh, Do Son, Hai An, Cat Hai with an expected land recovery area of 405.9 hectares, involving 30 organizations with an area of 213.34 hectares; 2,786 households and individuals with an area of 184.11 hectares; The number of households that must be resettled is 1,330 households.
Regarding the construction of resettlement areas to arrange for households whose land is recovered to implement the project, in An Lao district, 03 resettlement areas will be built with a total area of nearly 9 hectares, expected to be arranged for about 454 households; Kien Thuy district built 05 resettlement areas with an area of more than 15 hectares, meeting the needs of about 610 households; Duong Kinh District built 01 Resettlement Area of 7.48 hectares, serving about 490 households.

To complete the site clearance work in August 2025, the City People's Committee requires localities where the Project passes through to mobilize the entire political system to participate and firmly grasp each household whose land is recovered. Propaganda and advocacy need to be promoted so that people clearly understand policies and compensation policies, support and handover of land on schedule. Districts must develop detailed plans on land recovery and compensation, organize public meetings to publicize the plans, and promptly receive and resolve people's opinions and recommendations. Along with that, specialized agencies need to urgently carry out full inventory procedures, prepare compensation plans and organize site handover according to regulations.

Speaking at the conclusion of the meeting, Vice Chairman of the City People's Committee Nguyen Duc Tho highly appreciated the active participation and efforts of localities, departments and branches in recent times, however this is only the first step. The Vice Chairman stated clearly that this project has a huge workload, a short implementation time, high quality requirements, and must be carried out in parallel with many other tasks. The City has established a Site Clearance Steering Committee headed by the Secretary of the City Party Committee, this demonstrates high political determination in project implementation.
In that spirit, the city has developed a Plan to implement compensation, support and resettlement, with the goal of completing site clearance work in August 2025, with the project expected to start on December 12, 2025.
For the Management Board of Investment Projects for Construction of Transport and Agricultural Works in Hai Phong, assigned to be the Investor of Resettlement Area construction projects, agree on the time to prepare and submit projects to build resettlement areas before June 12, 2025.
The Vice President requested that Departments and branches need to concentrate highly on this task, allocate adequate capital sources, and ensure implementation progress. At the same time, closely coordinate with relevant units to organize the relocation of technical infrastructure works as planned.
The Vice Chairman also requested the City's Propaganda Department, Mass Mobilization Committee, Vietnam Fatherland Front Committee and organizations to coordinate with the Steering Committee to propagate and mobilize the people, providing timely and complete information so that people clearly understand the meaning and importance of the Project. Thereby, creating high consensus in society, strictly complying with legal regulations, preventing illegal construction or profiteering from policies in compensation, support and resettlement work.
The Vice Chairman said that the city has also established a specialized working group to promptly resolve problems arising during the project implementation process./.
