(Haiphong.gov.vn) – “After 10 years of implementing the 2012 Law on Cooperatives, the collective economy with the core of cooperatives has initially shown changes in quality and efficiency, demonstrating more and more clearly its important and comprehensive role in economics, politics, and society with new signals in the development of the new cooperative movement.” Those are the assessments raised during the Conference summarizing 10 years of implementing the 2012 Cooperative Law in Hai Phong city, on the morning of October 26.

Report summarizing 10 years of implementing the Cooperative Law in 2012, Director of the City Department of Finance Nguyen Hoang Long said that awareness of the nature of cooperative organizations has initially been gradually affirmed and unified throughout society. The advantages and roles of cooperatives in the economic development of member households, the local economy in particular and the entire economy in general are gradually being affirmed. In particular, many plans, programs, mechanisms and policies to develop the collective economy and cooperatives have been issued to be more suitable to the reality of the city. The number of cooperatives increased, the revenue and income of workers in the cooperative improved, gradually operating stably, thereby positively impacting the economy of member households, contributing to hunger eradication and poverty reduction, and stabilizing political security in the community.
It is estimated that by December 31, 2021, the total number of cooperatives in the city is 549 units; Of which 347 cooperatives are operating, 202 cooperatives have stopped operating, waiting for dissolution.
The operations of newly established cooperatives after conversion according to the provisions of the 2012 Cooperative Law have gradually been consolidated and stabilized in a streamlined and scientific manner. Many cooperatives have linked value chains and joint ventures with other organizations and individuals to expand consumption markets as well as serve production and expand business and service lines.
However, according to the Director of the City Department of Finance, currently the number of newly established cooperatives in the city is still small and mainly in the agricultural sector. Many cooperatives after transformation are still confused, the development direction has not been clearly defined, the scale of cooperatives is still small, cooperative management staff are weak in qualifications and capacity, the GRDP contribution rate is still low... Besides, resources to support the collective economy and cooperatives are still limited compared to the requirements that need to be encouraged and supported.

Permanent Vice Chairman of the City People's Committee Le Anh Quan delivered a concluding speech at the Conference.
Speaking at the Conference, Permanent Vice Chairman of the City People's Committee Le Anh Quan emphasized that collective economic development is a major policy of the Party and State. In Resolution No. 45 of the Politburo on building and developing Hai Phong city to 2030, with a vision to 2045, one of the city's tasks and solutions is also clearly identified as promoting the development of the collective economic sector. The Permanent Vice Chairman assessed that although certain results have been achieved, in general the collective economic sector and cooperatives still have many difficulties and limitations, and development is not commensurate with economic potential...
The Permanent Vice Chairman proposed that all levels of government, departments, branches and unions in the coming time need to focus on leading and directing the consolidation of the state management apparatus for collective economy and cooperatives; training, fostering and improving the state management capacity of collective economy and cooperatives of civil servants; promote propaganda and popularize people with a clear and in-depth understanding of the nature, values and principles of the collective economic sector and cooperatives; select, perfect, and replicate an effective new cooperative model in the city; Focus on developing cooperatives applying high technology, linking to form value chains in production and consumption of products, in regions with products with competitive advantages and key products; economic developmentcollectives and cooperatives commensurate with the local potential and advantages.
