Rich in potential
The city's agricultural industry is developing quite comprehensively and sustainably in the direction of concentrated commodity production, moving towards ecological agriculture, applying high technology (CNC). The structure of crops and livestock is shifting positively in the direction of quickly bringing high-yield, high-quality, easy-to-consume crops and livestock into production, associated with shifting crop structure, and synchronously applying technical advances and new technologies to improve production efficiency. Livestock production has shifted strongly to concentrated farming methods on farms and family farms, expanding the scale of high-yielding pig herds, improving the quality of meat pigs, and increasing reproductive productivity of sows.
Along with that, in recent years, Hai Phong has focused on promoting land accumulation to serve production development, converting low-yield, ineffective rice-growing land into agricultural production of high economic value. Mechanisms and policies to support the development of agriculture, fisheries, and the rural economy are constantly being supplemented and perfected, meeting better and better practical requirements.
Currently, Hai Phong has established an agricultural production zone applying CNC in Tan Lien commune, Tam Da (Vinh Bao), with a total area of over 212 hectares invested by VinEco Co., Ltd. and 2 agricultural production areas applying CNC. The city has attracted 9 businesses to invest in agricultural production applying CNC with a total area of nearly 500 hectares, investment capital of over 3.1 trillion VND.
In the field of fisheries exploitation, to realize the goal of building Hai Phong into a major fishing center of the country associated with the fishing grounds of the Gulf of Tonkin, in recent years, the city's fishing boats have been restructured in the direction of gradually reducing the fleet of near-shore fishing vessels, increasing the fleet of fishing vessels in offshore waters with new and modern equipment. Notably, to overcome the European Commission's warning on combating illegal, unreported, and unregulated seafood exploitation (anti-IUU fishing), Hai Phong has seriously and effectively implemented the tasks of joining hands with the whole country to remove the yellow card of the European Commission.


In particular, from 2018 up to now, the city has prioritized allocating investment capital of about 300 billion VND for fisheries infrastructure projects to improve the ability to fight illegal fishing. At the same time, invest in installing high-speed Internet connection systems, computer systems, monitors, surveillance cameras, office equipment, and arrange working rooms for functional units to carry out the work of controlling fishing vessels and confirming output at the fishing port; announced the opening of 2 fishing ports according to the Fisheries Law...
Thanks to that, in the period 2016-2020, the average growth rate of the city's agricultural, forestry and fishery production value reached 1.5%/year, the value of crop and fishery products per 1 hectare of land increased by an average of nearly 5.5%/year. In the first 9 months of 2021 alone, the city's entire city's agricultural, forestry and fishery production value is estimated to reach nearly 11.3 trillion VND, up 1.28% over the same period in 2020, reaching 73% of the year's plan.
The city's key, typical products have increasing value and competitiveness in the market, including a series of key products such as: pork, chicken, duck; marine fish, squid, freshwater fish (tilapia, grass carp), brackish water fish (bass, black carp), traditional fish sauce, Aga products, seafood patties (fish patties, squid patties), sunfish products, sardines; organically produced rice, rice field rice; fresh worms, grilled worms, braised worms; sausages, sausages; salt, soy sauce of all kinds.

Main export products are still modest
Up to now, Hai Phong's main export products are seafood, products processed from seafood such as: Surimi (ground fish meat), octopus, dried sea cucumber, frozen boiled clams, oyster intestines, dried shrimp, iced sea fish, white leg shrimp, dried sea shrimp, sea worms...
These products are mainly concentrated in 5 enterprises: Viet Truong Co., Ltd., Seasaifico Hai Phong Seafood Processing Enterprise, Ha Long Import-Export and Services Joint Stock Company, Seaprodex Company Hai Phong Branch, Binh Oanh Company, often exported to traditional markets such as countries in the ASEAN region, China, Korea, EU, Taiwan...

The city's export output in 2019 reached nearly 4.1 thousand tons, and in 2020 it was over 4.6 thousand tons. However, from the beginning of the year to August 10, 2021, due to the severe impact of the Covid-19 epidemic disrupting the global commodity supply chain, Hai Phong's agricultural export output only reached nearly 2.5 thousand tons.
From the above reality, Hai Phong has great resources and potential to export agricultural and aquatic products to the international market, but the number of businesses operating in the field of processing and export is still limited. In addition to exported aquatic products and seafood products, crop and livestock products are only produced to meet domestic consumption requirements and cannot be exported.

It is thought that in order to bring agricultural products to the domestic and international markets, in parallel with promoting research, transfer, and application of science and technology, and deploying solutions to take full advantage of the opportunities brought by the 4.0 industrial revolution, the city needs to have a comprehensive, long-term agricultural development strategy.
In particular, focus is on promoting the program "One commune, one product" (OCOP); Focus on innovating and developing forms of production organization, building concentrated production material areas, promoting linkages and developing cooperative groups and cooperatives, attracting businesses to invest in high-tech agricultural products, and building supermarket chains and convenience stores.
At the same time, regularly organize and participate in trade promotion activities, introduce and promote the city's typical agricultural products to domestic and world markets; connecting businesses to support bringing agricultural products to e-commerce platforms (Postmart.vn and Voso.vn).
Besides, strengthening the exchange and cooperation relationship between Hai Phong and provinces/cities nationwide, expanding economic cooperation, production and business linkages, sustainable development, contributing to improving production capacity, agricultural product processing, preservation, packaging, packaging and labeling to improve product value and competitiveness of businesses.
