Resolution No. 45 of the Politburo on building and developing Hai Phong city to 2030, with a vision to 2045, sets the goal of building Cat Ba tourist area, Do Son district along with Ha Long (Quang Ninh province) to become an international tourism center by 2025. To accomplish this goal, one of the tasks and solutions is to accelerate the progress of world-class resort and entertainment tourism projects being implemented by the city.

“Bottleneck” in infrastructure and high quality services
In 2018, Cat Ba welcomed more than 2.5 million tourists, including more than 608 thousand international visitors (an increase of 30% compared to 2017). In the first 3 months of 2019, Cat Ba welcomed more than 210 thousand international visitors (an increase of 30% over the same period in 2018). However, Vice Chairman of Cat Hai District People's Committee Hoang Trung Cuong assessed that Cat Ba currently only mainly attracts budget international tourists with limited spending. The main reason is that Cat Ba still does not have world-class amusement and resort areas. Cat Ba currently does not have a 5-star hotel, nor does it have an amusement park capable of attracting tourists, especially international visitors.
More sadly, for many years, Do Son has been almost absent of international tourists. Chairman of Do Son District People's Committee Hoang Xuan Minh admitted that Do Son tourism is lagging behind the current travel trends of international tourists. Do Son's accommodation and entertainment facilities are even worse than Cat Ba's.
According to Vice Chairman of the City Tourism Association Hoang Tuan Anh, an important criterion for an international tourism center is to attract a large number of foreign tourists to visit and relax. Meanwhile, with a more modern and classy tourism infrastructure, Ha Long is accelerating in attracting international tourists. In 2018, the total number of international tourists to Cat Ba and Do Son was only half that of Ha Long.
Limitations in tourism infrastructure have long been pointed out by city leaders and have solutions. In recent years, the city has invited and created the maximum and most favorable conditions for corporations and businesses to invest in high-end tourism projects in these two localities. But up to now, no integrated entertainment project has been completed and put into use. Nearly 20 large tourism infrastructure development projects in Do Son have been approved for many years but have not yet taken shape, typically the 5-star hotel project of Nam Cuong Group (expected to welcome guests at the end of 2012, but has not yet completed the rough construction). In Cat Ba, nearly half of the more than 20 projects allocated or leased land by the city for investment in tourism infrastructure have not yet been developed.n deployed or implemented very slowly. For example, the Cat Ba Amatina Project with a total investment of up to 1 billion USD by Vinaconex ITC Company is expected to be put into use in 2015, until now the land is still abandoned.
The main reason for the slow implementation of the project is the investor's lack of capital. Through inspection and examination, many projects were asked to stop implementation and have land recovered. However, many organizations and businesses, although not capable of continuing to implement the project, still hesitate and struggle to keep the land.
Bright spots from large corporations
In that context, the bright spots in tourism infrastructure development in Cat Ba and Do Son today are the projects of large corporations that are being rapidly implemented. A typical example is the project to build a high-end eco-tourism resort and entertainment complex in Cat Ba of Sun Group with a total value of 6 trillion VND, including 40 items such as: Cable car across the sea from Cat Hai to Cat Ba, Resort - health care tourism complex, 18-hole Cat Ba golf course... Currently, 2 cable car pillars are being urgently constructed and expected to be completed in 2019. At the working session of City leaders and FLC Group at the end of March also agreed to speed up the implementation of 6 major projects, including the Urban Area Project.Combining services, resort tourism and high-end eco-villas in Do Son with a total investment of more than 5.3 trillion VND.
To quickly build tourism infrastructure, in the coming time, the City People's Committee assigned the Department of Planning and Investment to review and supplement policies to encourage, preferential, and support investment in the key tourist destinations of Do Son and Cat Ba to continue attracting strategic investors to invest in large-scale projects in the field of tourism services. The Department of Natural Resources and Environment was assigned by the City People's Committee to coordinate with localities to continue to inspect, review and identify businesses that are slow in project implementation and violate legal regulations on land management and use. This shows the city's determination in dealing with businesses that have "covered" project land over many years. Thereby, creating a strong breakthrough in tourism infrastructure for the whole countryg the city's tourist attractions, successfully implementing the goals set out in Resolution 45./.
