On the afternoon of June 9, the Central Committee of the Vietnam Young Entrepreneurs Association, in coordination with the Hai Phong Young Entrepreneurs Association, organized the local dialogue round of the Vietnam Private Sector Economic Forum 2026 (VPSF 2026) – the Hai Phong City Dialogue Session.
Attending on behalf of the Central Committee were: Mr. Hoang Binh Quan, former Member of the Party Central Committee, former Head of the Central Commission for External Relations, Honorary President of the Vietnam Young Entrepreneurs Association; Mr. Dang Hong Anh, President of the Vietnam Young Entrepreneurs Association, Chairman of the Vietnam Private Sector Economic Forum 2026.
On behalf of the city's leadership were: Mr. Nguyen Duc Tuan, Member of the Standing Committee of the City Party Committee, Standing Vice Chairman of the Vietnam Fatherland Front Committee of the city; Mr. Tran Van Quan, Vice Chairman of the City People's Committee; representatives of leaders from various city departments, boards, and agencies. Also present were economic experts, scientists, representatives of business associations, startup support organizations, innovation organizations, and a large number of entrepreneurs, investors, and young entrepreneur members in the city.

Following the success of VPSF 2025 with 17 dialogue sessions held nationwide, attracting approximately 5,000 delegates and receiving over 3,000 opinions and recommendations from the business community, VPSF 2026 continues to be implemented with a strong spirit of innovation, shifting from a "recommendation – resolution" mindset to "co-creating policies." The Forum aims to build a regular, substantive, and effective dialogue mechanism between the private economic sector and policy-making and implementing agencies, thereby contributing to institutional improvement, enhancing the investment and business environment, and boosting national competitiveness.

Delivering the opening speech of the Forum, Mr. Dang Hong Anh, President of the Vietnam Young Entrepreneurs Association, Chairman of the Vietnam Private Sector Economic Forum 2026, emphasized that the country is entering a new development phase with high demands for innovating growth models, developing science and technology, fostering innovation, digital transformation, and institutional improvement. In this context, the private economic sector faces unprecedented development opportunities, but to effectively leverage these opportunities, it is necessary to continue promoting institutional reforms, improving the quality of the investment and business environment, fostering public-private cooperation, and strengthening linkages among businesses. VPSF 2026 is not merely about reflecting difficulties and proposing solutions to obstacles, but must go a step further, turning the voice of businesses into data for the policy-making process; transforming practical local issues into national-level reform suggestions; and simultaneously building a regular, substantive, and responsible public-private dialogue mechanism.


At the Forum, presentations focused on many key issues related to the development of the private economic sector in the new context. In particular, delegates emphasized the role of science and technology, innovation, and digital transformation in forming new growth drivers, enhancing business competitiveness, and building an innovative startup ecosystem in Hai Phong. Additionally, many opinions focused on analyzing the opportunities and challenges facing the local business community in the face of institutional breakthroughs, promoting public-private cooperation, and innovating growth models; simultaneously proposing solutions to improve the investment and business environment, unlock resources, and create more favorable conditions for business development.

From a business perspective, speakers also shared many practical lessons on the journey of starting a business, building a brand, standardizing management systems, developing human resources, and expanding business models, thereby contributing to enhancing business competitiveness and adaptability in an increasingly volatile market. In particular, the specialized topic on the "One-Person Company" (OPC/Solopreneur) model provided new perspectives on the trend of lean entrepreneurship in the digital era, where technology, data, and artificial intelligence are enabling individuals to build and operate effective businesses with optimal resources. This content also opened up important suggestions for forming startup support communities, fostering entrepreneurial spirit, and developing a new generation of entrepreneurs in the digital economy.

In the open dialogue session, discussions focused on 4 key groups of issues: Institutional breakthroughs to improve the investment and business environment; developing strategic infrastructure for growth; promoting digital transformation and green transformation to enhance competitiveness; and strengthening public-private cooperation to unlock resources for development. With a spirit of frank, open, and substantive dialogue, delegates exchanged and analyzed difficulties and obstacles from actual production and business activities, while proposing many feasible solutions, centering on businesses and aiming for sustainable private economic development in the new period.

Speaking at the Forum, Vice Chairman of the City People's Committee Tran Van Quan highly appreciated the initiative of the Central Committee of the Vietnam Young Entrepreneurs Association in organizing the Forum; and commended the Hai Phong Young Entrepreneurs Association for proactively and responsibly coordinating to organize a quality program that gathered a large number of opinions, experts, and social resources to jointly promote the development of the private economy as an important driving force of the economy, contributing ideas for the overall development of the country and the city.
Through the presentations and the frank, lively dialogue atmosphere, many very pertinent, enthusiastic, and highly practical proposals from the business community were recorded. The opinions accurately touched upon major "bottlenecks," from institutional breakthroughs and administrative burden reduction; improving logistics and seaport infrastructure to connect global supply chains; to solutions for digital transformation, green transformation, and public-private cooperation mechanisms to unlock resources. These contents are entirely consistent and aligned with the orientation for private economic development in the spirit of Resolution No. 68-NQ/TW of the Politburo and the city's implementation plan.

To realize the spirit of "Public-Private Synergy" of the Forum, on behalf of the city's People's Committee leadership, the Vice Chairman of the City People's Committee affirmed and committed to strong actions by the Hai Phong government in the coming period, which will include resolute administrative reforms towards a service-oriented administration; continuing to review and reduce processing times for administrative procedures related to businesses; focusing on resolving difficulties for businesses; maintaining and improving the quality of regular dialogue channels; focusing on definitively resolving issues related to premises, land, taxes, and other issues within local jurisdiction. Accompanying businesses in digital transformation and green transformation. Implementing practical policies to help businesses apply AI, innovate technology, and improve management capacity; while strengthening linkages in training high-quality human resources according to business needs. The Vice Chairman of the City People's Committee assigned relevant departments and agencies to fully synthesize opinions and recommendations at the Forum, research and resolve them within their authority; and advise the City People's Committee to direct resolution within its authority or propose to central agencies for consideration of matters beyond its authority.
The Vice Chairman of the City People's Committee expressed confidence that with the companionship of the Central Committee of the Vietnam Young Entrepreneurs Association, the dynamism of the Hai Phong Young Entrepreneurs Association, and the dedication and great aspirations of the business community, Hai Phong's private economy will continue to make strong breakthroughs, contributing even more significantly to the sustainable development of the country and the city.

Also within the framework of the program, the Launching Ceremony of the Hai Phong City Youth Startup Program 2026 took place, with a focus on the "Hai Phong Startup Incubation" Competition. The program aims to discover, incubate, and support potential startup ideas and projects of youth, students, and young entrepreneurs; and to connect these projects with experts, businesses, investors, and the city's startup support ecosystem./.
