Accordingly, The Directive requires a focus on executive direction, closely following the Resolution of the 13th National Congress of the Party, and the Resolutions and Action Programs of the National Assembly and the Government; Resolution of the 16th Congress of the City Party Committee; Resolution No. 10-NQ/TU dated December 1, 2023 of the 14th Conference of the City Party Committee, term XVI on goals, tasks, and solutions in 2024; Resolution No. 36/NQ-HDND dated December 8, 2023 of the City People's Council on the city's economic - social, defense - security tasks in 2024; Synchronously and effectively implement viewpoints, goals, tasks, and solutions for socio-economic development in 2024. Expand economic space, strongly promote growth drivers (ddinvestment, consumption, export), continue to innovate the growth model, restructure the economy according to the development orientation of 03 main pillars: high-tech industry, seaport - logistics, tourism - trade.
Closely monitor domestic and international developments and situations, promptly forecast and prepare plans, scenarios, measures and countermeasures to effectively respond to fluctuations and new problems that arise. Strengthen discipline in budget revenue and expenditure. Promote disbursement of investment capital. Focus on implementing the city's 2024 theme "Promoting urban embellishment and modernization - Building model new rural areas - Strengthening the implementation of social policies and digital transformation". Synchronously deploy approved plans. Build synchronous and modern transportation infrastructure. Pay attention to investment, cultural development, implementation of progress and social justice, improving the material and spiritual life of the People; Implement social security policies commensurate with the city's economic growth rate.
Strengthen resource management, protect the environment, prevent and combat natural disasters, epidemics and adapt to climate change. Promote decentralization and decentralization to ensure unified management associated with increased inspection, supervision, and promotion of initiative, creativity and responsibility of all levels and sectors. Coordinate closely, effectively and promptly between levels, branches and localities to implement at the highest level the set goals, targets, tasks and solutions.

The Directive sets out 11 main tasks and solutions, of which the key task is to focus on site clearance and urge investors to speed up the progress of infrastructure construction in industrial zones and clusters. Proactively support businesses to carry out investment and planning procedures to soon establish new industrial parks: Nam Trang Cat industrial park, Thuy Nguyen industrial park, Trang Due industrial park phase 3, Giang Bien 2 industrial park,...; industrial clusters Mechanical and casting craft villages, Thuy Nguyen district; Chien Thang industrial cluster, Tan Trao industrial cluster,... Accelerate the implementation progress of tourism infrastructure projects in Cat Hai district: 1-wire cable car route Phu Long - Cat Ba; Xuan Dam Golf Course; Dock area and auxiliary workstourism service in Cai Beo area; Urban area, hot mineral tourism service in Xuan Dam commune, Cat Hai district; Cat Ba Central Bay Tourist Service Area Project. Drastically implement and closely coordinate with relevant agencies to accelerate the progress of transferring real estate facilities of ministries and central branches to the city to create a land fund to attract investment and develop tourism in Do Son district. Exploit and improve the quality of tourism products. Develop plans and promote communication; have a comprehensive plan to preserve and promote the value of the World Natural Heritage Ha Long Bay - Cat Ba Archipelago.
Continue to improve and enhance the Administrative Reform Index (PAR Index), Provincial Competitiveness Index (PCI), Satisfaction Index with Administrative Services (SIPAS) and Public Administration Performance Index (PAPI). Develop a project to support individual business households to transform into small and medium-sized enterprises. Organize dialogue conferences and business contacts to remove difficulties for investors and businesses; The conference connects domestic businesses with foreign investment (FDI) businesses.
Focus on implementing the city's 2024 theme "Promoting urban embellishment and modernization - Building model new rural areas - Strengthening the implementation of social policies and digital transformation"; Adjusting the General Planning of Hai Phong city to 2040, vision to 2050, focusing on reviewing and establishing programs, areas and urban development plans; Adjust and implement zoning plans, detailed plans, and urban designs; rural plans; Establish and promulgate regulations on architectural management of Hai Phong city; organize the preparation of Adjusted General Planning for construction of Dinh Vu - Cat Hai Economic Zone; Organize planning for construction of Cat Ba National Tourist Area; Thuy Nguyen urban general planning; specialized planningn technical infrastructure industry; Subordinate plans are consistent with the Adjusted General Plan of Hai Phong city to 2040, with a vision to 2050; Prioritize investment in building model new rural communes in Thuy Nguyen and An Duong districts.
Along with that, continue to accelerate the implementation progress of key traffic projects, soon complete and put into use important traffic infrastructure works, maximizing design capacity and socio-economic efficiency.
