On the morning of February 22, comrade Le Ngoc Chau, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee chaired the initial spring meeting of the Lunar New Year and deployed key tasks for February and the first quarter of 2026.
Attending the meeting were Vice Chairman of the City People's Committee; leaders of departments, branches and functional units in the city.
At the meeting, delegates listened and commented on the Draft report on the results of tasks performed before and during Tet and expected key tasks that need to be implemented immediately after Tet and in the first quarter of 2026 reported by the Department of Finance.
According to the Draft report of the Department of Finance, the cumulative total state budget revenue in the city as of February 21, 2026 reached 37,178 billion VND, equal to 19.1% of the whole year's estimate, an increase of 8.1% compared to the revenue plan for the first 2 months of the year. The total volume of goods through the Maritime Port Authority during the Tet holiday week reached more than 1.8 million tons, an increase of nearly 15% compared to the same period of the 2025 Lunar New Year. Import-export activities took place smoothly with more than 700 registered declarations, total turnover reached 5.45 billion USD. By February 13, 2026, the city had disbursed VND 5,218 billion, reaching 14.1% of the year's plan, exceeding the set scenario.
On the occasion of the 2026 Year of the Horse, the city welcomed and served more than 910,000 visitors, an increase of more than 45% over the same period last year. Goods for Tet are diverse and abundant, with no shortages or sudden price spikes. Total consumer demand increased by 12-18% compared to normal days.
Social security receives special attention from the city. During the Lunar New Year, the city visited and gave gifts to meritorious people and relatives reaching more than 603 billion VND, an increase of 73% compared to 2025. For poor and near-poor households, the city has allocated nearly 24 billion VND from the budget to support. The city allocated the budget to give gifts to over 83,000 social protection beneficiaries, the elderly, and people with disabilities with an amount of over 83 billion VND. Care for children in special circumstances is also emphasized with a total support cost of more than 16 billion VND from budget and socialization sources...
After listening to the Draft Report and comments from the Vice Chairman of the City People's Committee and delegates, Chairman of the City People's Committee Le Ngoc Chau noted and praised the results the city has achieved in recent times. Along with that, the Chairman of the City People's Committee requested to urgently learn from experience and overcome the limitations that have been pointed out. The Chairman requested the Department of Finance to research and receive comments and opinions to supplement and complete the report of the City People's Committee.
Emphasizing the need for administrative discipline, the Chairman of the City People's Committee directed that after the Lunar New Year holiday (from the 7th day of the Lunar New Year) officials, civil servants, and workers in agencies and units stop visiting and celebrating; Do not use administrative time or public transportation to attend festivals or celebrate the New Year (except in cases of performing tasks according to work requirements). The highest goal is to urgently stabilize the working order, bring the activities of agencies and units back to normal to focus on immediately implementing professional tasks. Departments, branches and localities, based on assigned functions and tasks, develop detailed plans in the spirit of "6 clarity": Clear people, clear tasks, clear time, clear responsibilities, clear products, clear authority.
For specific tasks that need to be done immediately, the Chairman of the City People's Committee assigned the Department of Finance to take the lead in urging departments, commune-level People's Committees, relevant agencies and units, based on assigned tasks, to urgently carry out procedures and work to complete the disbursement of public investment capital, organize the implementation of tasks, ensuring the completion of the first quarter GRDP growth target of at least 12%; Disbursement of public investment capital in the first quarter reached at least 25%. Pay attention, closely follow and promptly urge the progress of 36 key, large-scale public investment projects. Continue to complete the medium-term public investment plan for the period 2026 - 2030.
The Department of Construction takes the lead in urgently completing the adjustment of the housing development program and plan in Hai Phong city for the period 2026-2030. Advise and propose appropriate selection of plant types and urban landscape design at some central axes of the city. Proactively advise and organize the implementation of assigned tasks to ensure quality and time according to regulations.
The Department of Agriculture and Environment urgently organizes auctions for qualified land funds in the first quarter of 2026. Organizes the determination of specific land prices as a basis for collecting land use fees and land rents for projects that have had decisions on land allocation or land lease without land use rights auctions in 2026 to be carried out monthly and quarterly to ensure city budget revenue from the beginning of the year.
The Department of Culture, Sports and Tourism presides over reviewing and promulgating regulations on decentralization of relic management to ensure that relics are properly managed, protected, prevented from degradation, and effectively promoted. Research and propose appropriate plans and locations for placing Uncle Ho's statue. Coordinate and advise the City People's Committee leaders to organize a working session with the Hai Phong Tourism Association and major hotels, accommodations, and restaurants in the city to improve service quality and ensure appropriate tourism prices, in order to attract and promote growth in tourism and city services.
The Department of Home Affairs continues to advise and organize well the election of deputies to the 16th National Assembly and People's Council deputies at all levels for the 2026-2031 term in the city. Advise and arrange a working group of the Chairman of the City People's Committee to organize an inspection of the preparation work at the election units of the 16th National Assembly Delegates. Chair and coordinate with the Office of the National Assembly Delegation and the City People's Council to well prepare the work of welcoming the Central inspection delegation.
The City Labor Federation coordinates with the Economic Zone Management Board and businesses to implement solutions to well organize the work of sending, receiving, and encouraging workers to return to work after Tet, to ensure human resources for production; Monitor and promptly report changes in human resources for the production and business situation of enterprises, especially large enterprises.
The Chairman of the City People's Committee assigned specific tasks to each department, branch and unit; At the same time, he emphasized that Departments, committees, branches, and localities, especially the leaders, should promote the proactive spirit to thoroughly overcome the situation of "choosing what to do". The entire city needs to join forces and unanimously to successfully complete the targets set right from the first days of the new year./.
