On the morning of May 31, at the Government headquarters, Prime Minister Pham Minh Chinh chaired a discussion with businesses and business associations to effectively implement Resolution No. 68-NQ/TW of the Politburo on private economic development.
Attending the discussion were Deputy Prime Ministers Tran Hong Ha and Ho Duc Phoc; leaders of departments, ministries, branches and central agencies. The conference was delivered online to provinces and cities nationwide.
At the Discussion, Minister, Head of the Government Office Tran Van Son announced Decision No. 1055/QD-TTg dated May 30, 2025 of the Prime Minister to establish the National Steering Committee to implement Resolution 68-NQ/TW of the Politburo.
After nearly 40 years of innovation, our country's private economy has continuously developed in both quantity and quality, becoming one of the important driving forces of the socialist-oriented market economy. With nearly 1 million businesses and more than 5 million business households operating in the economy, the private economy contributes about 50% of GDP, more than 30% of total state budget revenue and uses about 82% of the total number of workers, is an important force promoting innovation, improving labor productivity, increasing national competitiveness, contributing to hunger eradication, poverty reduction, stabilizing social life... However, the private economy is large but not strong, nearly 98% of businesses are micro, small and medium sized, with limited competitiveness, operational efficiency and management skills.hehe; The private economic sector has not really become the driving force of the economy as expected...
In order to maximize the potential of making the private economic development the most important driving force, meeting the country's development requirements in the new era, the Politburo issued Resolution No. 68/NQ-TW setting out 8 groups of tasks and solutions that demonstrate the spirit of innovation, breakthrough, and strong reform, ensuring adherence to 3 strategic breakthroughs (institutions, human resources, infrastructure) and overall 4 important Resolutions of the Ministry Politics that the General Secretary has concluded is the "Four Pillars"; The National Assembly issued Resolution 198/2025/QH15 on a number of special mechanisms and policies for private economic development. Immediately after the Resolutions were issued, the Government issued Resolution No. 138/NQ-CP and Resolution No. 139/NQ-CP promulgating the Action Plan to implement the two Resolutions mentioned above.
With the spirit of frankness, openness, democracy, representatives of businesses, business associations, cooperatives, experts... attending the discussion proposed many solutions so that Resolution 68 of the Politburo and Resolution 198 of the National Assembly soon come to life and promote high efficiency. In particular, focus on proposing solutions to realize the goal of having 2 million businesses operating in the economy by 2030, promoting small and medium-sized enterprises to develop, strongly contributing to GDP, budget revenue...; analyze and propose specific solutions to promote reform, completion, and improve the quality of institutions and policies to promote private economic development.
Concluding the discussion, Prime Minister Pham Minh Chinh clearly stated 7 groups of tasks and solutions that the Government, ministries, branches and localities must continue to focus on in the coming time: properly performing the constructive role; Focus on better implementing 3 strategic breakthroughs in institutions, infrastructure and human resources; promote decentralization, decentralization, reduce administrative procedures, reduce time, reduce compliance costs, and reduce effort for people and businesses; infrastructure development to create new development space, new urban, industrial and service areas, increase the added value of land, reduce input costs, increase product competitiveness; Training human resources to meet the requirements of businesses as they develop; ensure the maintenance of independence, sovereignty, political stability and orderSocial security, including network safety and security, so that businesses have conditions for rapid and sustainable development; regularly meet and discuss with businesses to remove difficulties and obstacles in the industry and management field; Ensuring equal access to capital, resources, land, human resources, legal rights, business freedom, and corporate property rights...
