Yesterday afternoon (September 19), Prime Minister Nguyen Xuan Phuc attended the 2016 Investment Promotion Conference in Hai Phong with the theme "Investor's destination". Also attending the conference were Minister - Chairman of the Government Office Mai Tien Dung; Minister of Construction Pham Hong Ha; Minister of Agriculture and Rural Development Nguyen Xuan Cuong; Governor of the State Bank of Vietnam Le Minh Hung, along with leaders of ministries, ambassadors of the Kingdom of the Netherlands, representatives of the Embassies of China, Japan, Belgium, Korea... and nearly 200 businesses.

Attracting investment of 12.710 billion USD
At the conference, Prime Minister Nguyen Xuan Phuc highly appreciated domestic and foreign investors who have invested in Hai Phong City in recent times. The Prime Minister hopes that investors need to pay more attention to the environment for sustainable development. The Prime Minister called on businesses to invest in Hai Phong and invest in modern technology and equipment in Vietnam to ensure a common living environment for everyone. According to the Prime Minister, currently, our country is building a constructive, honest government, so in order to develop, the Prime Minister suggested that Hai Phong must do well in planning and construction, continue to create a more favorable business and investment environment, and ensure social security and safety. "Hai Phong must become a place where investors can feel secure to live and work, and people are guaranteed safety for their people and property" - the Prime Minister said.
In addition, the Prime Minister also emphasized that the Government and localities must ensure the legitimate rights of the people, train high-quality human resources and skilled workers to serve development. "We consider investors' victories as our victories, investors' failures as our worries and failures" - the Prime Minister said.
The Prime Minister suggested that Hai Phong City must be consistent from words to actions, not only when signing it, it is grandiose, but when it is implemented, it is not as committed. The Prime Minister praised Hai Phong City for moving from a "brown" economy to a "green" economy.
At the Investment Promotion Conference, Chairman of Hai Phong City People's Committee Nguyen Van Tung awarded investment licenses to 4 foreign enterprises with an investment capital of more than 1 billion USD. There are 27 memoranda of understanding on investment and implementation commitments signed between the Chairman of Hai Phong City and domestic and foreign investors, with a total committed investment capital of up to 12.85 billion USD, equivalent to 274,218 billion VND. Many of which are foreign-invested production projects.
In addition, a series of famous domestic investors also invest in Hai Phong such as Vingroup, Him Lam, Xuan Thanh, FLC... have also been investing in many important projects in the city.
Turning desires into reality
At a working session with leaders of Hai Phong City, Prime Minister Nguyen Xuan Phuc affirmed: Hai Phong is a city with great potential that is hard to match anywhere else, the most important port city in the North, a driving force for growth in the Northern economic region, and an important position in national security. This is also a place with all types of transportation, from road, rail, water, aviation... Recently, the city has invested in many important projects with the expectation that Hai Phong will take off. In the first 9 months of 2016, the city also achieved many outstanding results, FDI attraction reached 2.7 billion USD, 5 times higher than the same period in 2015, exceeding 42% of the year plan, domestic revenue reached more than 18,000 billion VND, double compared to the same period last year, growth reached 11%...
However, the Prime Minister emphasized that compared to the Politburo's conclusion 72 on developing Hai Phong City into a green port city, it has not yet achieved the requirements. The Prime Minister requested city leaders to synchronously implement solutions, remove difficulties, and attract businesses to invest with the hope that Hai Phong must have 100,000 businesses, three times the current number of businesses in the city. "2017 will be a difficult year when the country is due to repay public debt, Hai Phong must join Ho Chi Minh City and Hanoi in sharing difficulties and suffering with the country" - the Prime Minister said.
The city's specific recommendations on a separate financial mechanism for Hai Phong, investment in a number of important projects, bridges and roads, the Prime Minister has directed ministries and branches to consider and coordinate with Hai Phong to resolve. "This is an opportunity for Hai Phong to turn aspirations into reality, bringing the city to develop in a new era" - the Prime Minister emphasized.
Also on the same day, the Hai Phong City Trade and Tourism Investment Promotion Center was established with a structure of 4 deputy directors seconded from the 4 departments of Planning and Investment, Finance, Construction, Natural Resources and Environment to handle work related to each unit. Mr. Nguyen Van Tung - Chairman of Hai Phong City People's Committee - said: With the model directly managed by the city, the Investment Promotion Center will handle related procedures quickly. "I pledge that Hai Phong will build a responsible, constructive government that meets the requirements of investors" - Mr. Tung said.
Mr. Le Van Thanh - Secretary of Hai Phong City Party Committee - also pledged to publicly carry out government activities and bring convenience and satisfaction to businesses.
On this occasion, Vietjet Airlines opened new routes Hai Phong - Seoul (Korea) and Hai Phong - Bangkok (Thailand). Vietcombank has supported the city's social security fund with 10 billion VND.
