(Haiphong.gov.vn) – After 3 days of working actively, urgently, with a high sense of responsibility; The 18th session (regular session in mid-2024) of Hai Phong City People's Council, term XVI, term 2021 - 2026, completed the proposed program and was successful.

The City People's Council delegates promoted democracy, a sense of responsibility, carefully studied documents and contributed many profound, enthusiastic and intellectual opinions, making objective and comprehensive assessments of the contents, contributing to the success of the meeting.
City People's Council delegates voted unanimously to pass 34 Resolutions, including:
1. Regarding the implementation of economic - social development, defense - security plans for the first 6 months of the year; Appoint tasks and solutions for the last 6 months of 2024.
2. Regarding the 2025 supervision program of the XVI City People's Council, term 2021 - 2026.
3. Establish a specialized supervision team of the City People's Council on the implementation of legal regulations in the issuance of certificates of land use rights, ownership of houses and other assets attached to land in Hai Phong city.
4. Questioning at the 18th Session of the 16th City People's Council.
5. Regarding the results of thematic supervision on the implementation of regulations, mechanisms and policies in industrial management and development in Hai Phong city.
6. Regulations on tuition fees for public preschool and general education establishments in Hai Phong city from the 2024 - 2025 school year.
7. Regulations on policies to support training for a number of occupations in Hai Phong city in the period of 2024 - 2030.
8. Regulating a number of policies to support drug addiction treatment at public drug addiction treatment facilities in Hai Phong city.
9. Regarding amending and supplementing a number of articles of Resolution No. 11/2022/NQ-HDND dated December 9, 2022 of the City People's Council stipulating the policy of supporting health insurance contributions for social groups in Hai Phong city.
10. Regulating the rates, collection, payment, management and use of fees for visiting scenic spots in Hai Phong city.
11. Decision on investment policy for infrastructure construction investment project to serve old apartment renovation investment projects in Van My ward, Ngo Quyen district, Hai Phong city.
12. Decision on investment policy for the project to expand Ly Thai To route and urban embellishment of Do Son Area I.
13. Regarding the policy of supporting people who want to streamline their payroll and voluntarily quit working before their age at agencies, organizations and units in Hai Phong city.
14. Regulating the content and spending levels for dissemination and legal education, legal access standards and conciliation at the grassroots level in Hai Phong city.
15. Amending and supplementing a number of Articles of Resolution No. 15/2023/NQ-HDND dated December 8, 2023 of the City People's Council regulating titles and allowance levels for part-time workers at the commune level, in villages and residential groups; monthly support levels for people directly participating in activities in villages and residential groups and operating expenses of socio-political organizations at commune level in Hai Phong city.
16. Decision to assign an additional number of people working and receiving salaries from the state budget to arrange the organizational structure of public service units in 2024.
17. Regulations on criteria for establishing a security and order protection group; Criteria for the number of members of the Security and Order Protection Team; Support spending levels for forces participating in protecting security and order at the grassroots level in Hai Phong city.
18. Regarding exemption of a number of fees and charges under the authority of the City People's Council in Hai Phong city related to the conversion of documents of individuals, organizations and businesses due to changes in the boundaries and names of district and commune-level administrative units.
19. Decision on investment policy for the investment project to build a medical examination and inter-specialty area under Tien Lang District Medical Center.
20. Adjustments and supplements (2nd time) City Public Investment Plan 2024.
21. Expected city public investment plan in 2025.
22. Adjusting and supplementing investment projects requiring land recovery and the expected level of state budget capital allocated for compensation and site clearance in the city.
23. Adjust and supplement projects and works to change the use purpose of rice growing land in the city.
24. Regarding changing the purpose of using land for wet rice cultivation from 02 crops or more with a scale of 10 hectares to less than 500 hectares to implement projects in the districts of Hai An, Duong Kinh, Kien An, Tien Lang.
25. Give your opinion on the number of pickup trucks and cars with 12 - 16 seats serving general work to perform specific tasks of agencies and units under the city's management.
26. Regarding financial support for implementing the Project to renovate and expand the headquarters of the People's Court of Hai Phong city.
27. Regarding adjusting the investment policy of the Program to build flower gardens and green trees in districts in the period of 2021 - 2025.
28. Regarding the adjustment of investment policy of the investment project to build the City Political - Administrative Center, traffic system and synchronous technical infrastructure system in North Cam River Urban Area.
29. Regarding the adjustment of investment policy of the City Convention and Performance Center construction investment project and synchronous technical infrastructure system in the North Cam River Urban Area.
30. Regarding the adjustment of investment policy for the project to build a traffic backbone connecting Dinh Vu Industrial Park with Nam Dinh Vu Industrial Park (phase II) of Dinh Vu - Cat Hai Economic Zone.
31. Regarding stopping the implementation of the investment policy of the investment project to build the left dyke line of Cam River, section from Km25+000 to Km31+741 in Thuy Nguyen district.
32. Decision on investment policy for the investment project to build the Department of Emergency Medicine, Intensive Care - Poison Control - Outpatient Department of Vinh Bao District General Hospital.
33. Decision on investment policy for the investment project to build and expand Thuy Nguyen District General Hospital.
34. Decision on investment policy for the investment project to build a public service house, cafeteria, and 2-story infection control house at Bach Long Vi Military and Civilian Medical Center.

In closing remarks of the meeting, Chairman of the City People's Council Pham Van Lap requested that, immediately after the meeting, the City People's Committee urgently implement and concretize the resolutions of the City People's Council and the instructions of the Chairman of the National Assembly and the Secretary of the City Party Committee at the meeting. Continue to review, research and propose breakthrough solutions, creating motivation for the city's socio-economic development. Strive to exceed targets and plans for 2024 and the entire term, especially targets and tasks that are difficult to complete such as: state budget revenue; total investment capital of the entire society; output of goods through the port; number of tourists; disbursement of public investment capital; traffic accident status; fire, explosion.
Along with that, urgently implement the City Planning for the period 2021-2030, with a vision to 2050; Project of Adjusting the General Planning of Hai Phong City to 2040, with a vision to 2050, national sector plans have been approved; Laws related to the Land Law are amended to free up the city's resources. Accelerate the implementation of the Social Housing Development Project combined with housing solutions for households living in old apartment buildings. Accelerate the implementation of key projects in transportation, urban areas, health care, education..., soon complete and put into use. Implement well the program to build model new rural areas and advanced new rural areas. Promote administrative reform and strongly improve the business investment environment.Accelerate attracting foreign investment capital. Focus on solving difficulties for businesses. Continue to synchronously and effectively implement state budget collection tasks and solutions, strengthen revenue management, and prevent budget loss.
The Chairman of the City People's Council suggested that it is necessary to continue to perform well the tasks of developing culture, health care, education, and improving the material and spiritual life of the people. Carry out vocational training and job creation well; ensure conditions for facilities, schools, and teaching staff to implement the new school year's tasks. Promote the implementation of solutions to improve the quality of medical examination and treatment and people's health care. Strengthen disease prevention and control and ensure food hygiene and safety. Carry out social security work well, especially gratitude activities on the occasion of War Invalids and Martyrs Day, July 27. Focus resources on performing digital transformation tasks. Maintain security, order and social safety of the city.
Chairman of the City People's Council requested the Standing Committee, Committees, delegates of the City People's Council and the City's Vietnam Fatherland Front Committee to continue to accompany and coordinate closely with the City People's Committee, strengthening supervision of the implementation of the Resolutions of the City People's Council that have been passed.

There is not much time left to carry out the task of socio-economic development of the city in the 2020-2025 period. Therefore, immediately after the meeting, the Chairman of the City People's Council requested the Standing Committee of the People's Council and Committees of the City People's Council, the City People's Committee, the Chairman of the City People's Committee and agencies and localities to concentrate highly and urgently organize and implement the meeting's resolutions so that the resolutions of the meeting will soon come to life, creating strong changes and positive impacts on the implementation of tasks of each agency, unit and locality throughout the city in accordance with the guiding spirit of the City People's Council.
