(Haiphong.gov.vn) - After 2.5 days of urgent, serious and highly responsible work, the 21st Session (Regular Meeting at the end of 2024) of the XVI Hai Phong City People's Council has completed all proposed program contents.

The 21st session of the City People's Council considered and decided many important contents to accelerate the city's socio-economic development and promptly solve urgent practical problems. The City People's Council voted to pass 30 Resolutions including:
1. Economic - social, defense - security tasks in 2025 in the city.
2. Results of supervision on the implementation of legal regulations in the issuance of certificates of land use rights, ownership of houses and other assets attached to land in Hai Phong city.
3. Plan to organize regular meetings in 2025 of the City People's Council.
4. Establish a thematic supervision team of the City People's Council on the implementation of legal regulations in the management of education and training in Hai Phong city.
5. Questioning at the 21st Session of the XVI City People's Council.
6. Financial support for officials and civil servants working on beliefs and religions in the city.
7. Mechanisms and policies to support the attraction, training and fostering of highly qualified human resources for Hai Phong University in the period 2024 - 2030.
8. Mechanisms and policies to support the training of international students from Laos and Cambodia (under cooperation agreements) studying at training facilities in Hai Phong city.
9. Regulating a number of specific policies to support children in special and difficult circumstances in Hai Phong city, period 2025 - 2030.
10. Adjusting and supplementing (10th time) the city's medium-term public investment plan for the period 2021 - 2025.
11. City public investment plan 2025.
12. Amending and supplementing a number of articles of the Regulations on decentralization of management of public assets under the city's management, issued together with Resolution No. 06/2023/NQ-HDND dated July 18, 2023 of the City People's Council.
13. Preferential regime of land rent exemption in Hai Phong city for projects in the list of types, scale criteria, and socialization standards; non-profit project.
14. Project to adjust the General Planning for construction of Dinh Vu - Cat Hai Economic Zone until 2045.
15. Give opinions on some contents of the Project on collecting and paying rent for public housing in apartment buildings in Hai Phong city.
16. Regulate policies to support emergency relocation for households using houses in dangerous old apartment buildings and support rent in public-owned apartment buildings.
17. Investment policy for the construction investment project of Cat Hai High School at the new location.
18. Investment policy Investment project to build a Center for protecting and caring for the health of city officials.
19. Regulating specific prices of medical examination and treatment services on the list paid by the health insurance fund, specific prices of medical examination and treatment services paid by the state budget, specific prices of medical examination and treatment services not on the list paid by the health insurance fund but not on-demand medical examination and treatment services for state-owned medical examination and treatment facilities in Hai Phong city.
20. Abolish Resolution No. 16/2022/NQ-HDND dated December 9, 2022 of the City People's Council stipulating prices for medical examination and treatment services that are not within the scope of payment by the Health Insurance Fund in state-owned medical examination and treatment facilities in Hai Phong city.
21. Regulations on reward levels for athletes and sports coaches in Hai Phong city who achieve achievements at regional and international sports tournaments.
22. Regulations on collection rates, collection, payment, management and use of application appraisal fees and fees for granting certificates of land use rights and ownership of assets attached to land in Hai Phong city.
23. Finalization of state budget revenues in the area; finalization of local budget revenues and expenditures in 2023.
24. Estimates of state budget revenue in the area; Local budget revenues and expenditures and local budget allocation in 2025.
25. Amending and supplementing a number of Articles of Resolution No. 09/2021/NQ-HDND dated December 10, 2021 and Resolution No. 09/2022/NQ-HDND dated December 9, 2022 of the City People's Council.
26. Decide on payroll, number of employees, labor contracts in agencies, units and associations assigned by the Party and State in Hai Phong city in 2025.
27. Decide on the number of commune-level officials and civil servants and part-time workers at the commune level in Hai Phong city in 2025.
28. Decide on measures to ensure the implementation of democracy at the grassroots level in Hai Phong city.
29. Regulating policies to support a number of drug crime prevention and control forces in Hai Phong city.
30. Allocate funding sources to support localities to overcome the consequences of natural disasters.
Chairman of the City People's Council Pham Van Lap made a concluding speech at the meeting.
Speaking at the conclusion of the meeting, Chairman of the City People's Council Pham Van Lap acknowledged and highly appreciated the direction and management of the City People's Committee; the active and effective participation of sectors and localities; overcame many difficulties and challenges; Basically, comprehensively and at a high level complete the targets and tasks of socio-economic development, defense and security in 2024. The City People's Council also analyzed and frankly pointed out the limitations, difficulties and inadequacies of some unfinished tasks and proposed many specific solutions. It is recommended that the City People's Committee study and absorb the opinions of the City People's Council delegates, promptly and effectively implement commitments before the People's Council, voters and the City People.
The Chairman of the City People's Council stated clearly that 2025 is a year of special significance, a year of acceleration and breakthrough, focusing on striving to successfully implement socio-economic development goals for the 2021-2025 period; must focus on arranging the organizational apparatus and successfully organizing Party Congresses at all levels according to the direction of the Central Committee, the National Assembly, and the Government. Faced with that request, the City People's Council requests that the City People's Committee, agencies of the People's Council, branches and localities continue to innovate strongly, with high determination, organize effective implementation, promptly remove bottlenecks and barriers, clear development resources and deploy right from the first days and months of 2025 the resolutions of the City People's Council that have just been passed.
The Chairman of the City People's Council believes that, with the results of the 21st Session and the newly issued resolutions; under the leadership and direction of the City Party Committee; the active participation of all levels, sectors and the entire political system; With the trust and support of the People and the business community, the city will successfully implement the set goals and tasks for 2025, so that Hai Phong continues to be the leading locality in the country in the new era - the era of advancement of the Vietnamese people.
