(Haiphong.gov.vn) - After 1/2 day of urgent work, with a high sense of responsibility, the 19th session (thematic session) of the XVI City People's Council, term 2021 - 2026, completed the proposed program contents and was a great success.

At the meeting, the City People's Council reviewed the Proposals of the City People's Committee, the verification reports of the City People's Council Committees, and the draft Resolution presented by the Secretary of the meeting.

Delegates of the City People's Council raised their sense of responsibility, carefully researched the issues and voted and unanimously passed 16 Resolutions, including:
1. Approve the additional number of employees and labor contracts receiving salaries from the state budget to arrange the organizational structure of public service units in 2024.
2. Amending and supplementing a number of articles of Resolution No. 02/2023/NQ-HDND dated July 18, 2023 of the City People's Council on building new rural areas in Hai Phong city for the period 2021 - 2025.
3. Terminate the effect of Resolution No. 29/NQ-HDND dated December 8, 2017 of the City People's Council on the Planning to develop the public passenger transport network by bus in the city until 2025, with a vision to 2030.
4. Adjusting the investment policy of the investment project for site clearance of Kien An District People's Court phase II, building yards, access roads, gates, and fences.
5. Adjusting the investment policy of the road project connecting Nguyen Luong Bang street with Tran Nhan Tong street, Kien An district.
6. Adjusting the investment policy of the Dai Thang trunk road construction investment project (section from Pham Van Dong street to the route connecting to the road to the resettlement area, cross-section of the road 25m), Hoa Nghia ward, Duong Kinh district.
7. Adjusting the investment policy of the new construction investment project of Nhi Duc Kindergarten, Kien An district.
8. Support investment funds for the project to build a working house, multi-function hall and auxiliary works for the People's Procuracy of Hai Phong city.
9. Stop issuing Local Government bonds in 2024 in Hai Phong city.
10. Adjusting state budget revenue estimates in the area; Local budget revenues and expenditures and local budget allocation in 2024.
11. Adjustments and supplements (3rd time) City Public Investment Plan 2024.
12. Expected (2nd time) City public investment plan in 2025.
13. Adjustments and supplements (9th time) The city's medium-term public investment plan for the period 2021 - 2025.
14. Give your opinion on the city's medium-term public investment plan for the period 2026 - 2030.
15. Adjusting investment projects requiring land recovery in the city.
16. Adjust the list of projects and works to change the use purpose of rice cultivation land, protective forest land, special-use forests, and production forests in the city in 2024.

In order for the Resolutions to be implemented effectively, speaking at the end of the Meeting, Chairman of the City People's Council Pham Van Lap requested that immediately after the Meeting: the City People's Committee urgently direct the development and implementation of a plan to organize the implementation of the Resolution in accordance with the urgent nature of the Meeting and have specific results in the last 3 months of 2024. Continue to direct and support localities, businesses, and people to overcome the consequences of storm No. 3; Research and develop projects and propose early promulgation of policy mechanisms to build old, degraded apartment buildings. Have a comprehensive and sustainable plan to improve the ability to prevent natural disasters in the context of climate change to ensure the safety of people's lives; assets of people, businesses and the state.
The Chairman of the City People's Council requested the Standing Committee of the City People's Council, Committees, Delegate Groups and City People's Council delegates to focus on closely monitoring the implementation process to ensure serious, complete and effective implementation of the Resolutions issued by the City People's Council.
