(Haiphong.gov.vn) - After 1/2 day of scientific and urgent work with a high sense of responsibility, the 16th session (thematic session) of the XVI City People's Council, term 2021 - 2026, completed the proposed program contents and was a great success.

In the last 3 months, the City People's Council has organized 3 thematic meetings, demonstrating a positive spirit and responsibility in preparing and organizing the thematic meetings of the City People's Council. At the same time, affirming the innovative spirit of the City People's Council; promptly concretize the policies of the City Party Committee; promptly resolve requests from the City People's Committee; promptly consider and resolve difficulties to serve socio-economic development, national defense and security and improve the lives of the city's people.

At the meeting, the City People's Council delegates voted unanimously to pass 12 Resolutions, including:
1. Approving the policy of adjusting the boundaries of administrative units, establishing Thuy Nguyen city under Hai Phong city and establishing wards and communes under Thuy Nguyen city.
2. Approving the policy of establishing An Duong district in Hai Phong city and establishing wards in An Duong district.
3. Approving the policy of adjusting the boundaries of administrative units and establishing new wards in Hong Bang district, Hai Phong city.
4. Approving the policy of arranging commune-level administrative units for the period 2023 - 2025 of Hai Phong city.
5. Through the Urban Classification Project of Thuy Nguyen, Hai Phong city meets the criteria of class III urban area.
6. Adjustment (4th time) of the city's public investment plan in 2023.
7. Adjusting and supplementing (first time) the city's public investment plan in 2024.
8. Changing the purpose of using land for wet rice cultivation for 02 or more crops to implement investment projects in the districts of Thuy Nguyen, Tien Lang and Vinh Bao.
9. Give your opinion on promulgating the annual land price adjustment coefficient applied in the city in 2024.
10. Changing the forest use purpose to another purpose to implement the Project on investment and construction of clay mines of Nui Tran (Dong Hang, Da Nan, Trieu Cao) and Hang Vua (Suoi Ba) in Minh Duc town and Minh Tan commune, Thuy Nguyen district, Hai Phong city (Category of mining Hang Vua clay mine (Suoi Ba) in Minh Tan commune, Thuy Nguyen district).
11. Supplementing the List of investment projects requiring land recovery and the expected level of state budget capital for compensation and site clearance in the city in 2024.
12. Supplementing the List of projects and works to change the use purpose of rice cultivation land, protective forest land, and special-use forests in the city in 2024.

In order for the Resolutions to be implemented effectively, in the closing speech of the Meeting, Chairman of the City People's Council Pham Van Lap requested that immediately after the Meeting, the City People's Committee urgently direct the development and implementation of an implementation plan, in accordance with the urgent nature, ensuring efficiency, savings, and compliance with regulations. In which: Completing documents to adjust administrative boundaries of districts; established Thuy Nguyen city, An Duong district; establish communes and wards in districts; Classify Thuy Nguyen urban area and soon submit it to the authorities for consideration and decision. For the 2024 public investment plan, timely allocate capital to projects and programs according to actual implementation progress. For projects and programs that cannot be disbursed, there are solutionsTimely adjustment projects for other projects and programs ensure accelerated implementation progress as well as disbursement of public investment capital in the city in 2024. For resolutions related to land recovery and conversion of land use purpose: Carefully review land origin documents, legal regulations, and procedures. Only carry out land-related content when there are complete procedures, correct processes and regulations.
Chairman of the City People's Council requested the Standing Committee, Committees, Delegate Groups and City People's Council delegates to focus on closely monitoring the implementation process to ensure serious, complete and correct implementation of the Resolutions of the City People's Council.
