(Haiphong.gov.vn) - On the afternoon of May 31, Vice Chairman of the City People's Committee Nguyen Duc Tho - Deputy Head of the Steering Committee for National Target Programs and Sustainable Development of Hai Phong city chaired a meeting with representatives of leaders of departments, branches and branches who are members of the Appraisal Council and relevant localities to implement a number of contents on new rural areas.
At the meeting, after reviewing and discussing, the Appraisal Council recognized the communes as meeting advanced new rural areas and model new rural areas (NTM) and conducted a vote with the result that 100% of members unanimously recognized 11 communes in Kien Thuy, Vinh Bao, An Lao and Cat Hai districts as meeting the criteria for advanced rural areas and model new rural areas.

In particular, recognition of communes meeting advanced rural standards in 2023 for Quoc Tuan commune, An Lao district; recognition of communes meeting advanced NTM standards in 2024 for communes, including: Ngu Phuc commune, Kien Thuy district; Vinh An, Tien Phong, Thang Thuy communes, Vinh Bao district. Recognition of communes meeting model NTM standards in 2023 for 6 communes, including: Tan Trao commune, Kien Thuy district; Gia Luan, Hien Hao, Phu Long, Tran Chau, Viet Hai communes, Cat Hai district.
Thus, up to this point, the entire city has had 54/137 communes achieving model new rural areas; 89/137 communes met advanced new rural standards.
About the results of implementing the New Rural Construction Program in the first 5 months of 2024; Directions for implementing plans and tasks in the last 7 months of 2024. For 35 communes implementing from 2023, up to now in the communes, 772/789 projects are being constructed (reaching 98%), the average volume is estimated at 60%; There have been 145 completed projects, accounting for 18%.
For 13 communes to be implemented from 2024, in 2023, the City People's Committee has issued a document approving the list of model new rural projects of 13 communes in 2 districts Thuy Nguyen and An Duong, with 270 projects. Among them, there are 201 traffic works, 30 educational works and 39 cultural works. To date, 3 communes of An Duong district have completed the selection of contractors to construct the project, expected to start construction in June 2024. The remaining 10 communes in Thuy Nguyen district are submitting design documents and construction drawings for appraisal.
Regarding the progress of disbursement of public investment capital, in 2024, the city allocates more than 2,000 billion VND of public investment capital to localities to build model NTM communes. Of which, the capital allocated to 8 communes for implementation in 2022-2023 is nearly 48 billion VND; 35 communes implementing in 2023-2024 is more than 1,500 billion VND; 13 communes implementing in 2024-2025 is 455 billion VND. To date, the entire city has disbursed nearly 700 billion VND, reaching 34%.
Notably, implementing the construction of districts meeting NTM standards, advanced NTM districts, and special NTM districts without commune-level administrative units. Up to now, Hai Phong has 7/8 districts meeting NTM standards; Two districts, Vinh Bao and An Lao, were recognized by the Prime Minister as meeting NTM district standards for the period 2021-2025. Currently, the Department of Agriculture and Rural Development has received a request to verify the enhanced NTM district profile of Vinh Bao district and An Lao district...

Speaking at the conclusion of the meeting, Vice Chairman of the City People's Committee Nguyen Duc Tho suggested that the two districts of Tien Lang and Kien Thuy focus heavily on completing dossiers to send to city departments and branches to verify the level of meeting advanced NTM district standards. 02 districts of Vinh Bao and An Lao continue to supplement and complete the dossiers, striving from now until the end of July 2024, all 4 districts will complete the dossiers according to regulations, and at the same time invite the Ministry of Agriculture and Rural Development for appraisal. The Vice President assigned the branches to advise and support localities to quickly complete dossiers, focus on removing difficulties, and be flexible for localities that are having difficulty implementing criteria on the environment, bus stations, schools, especially security and order criteria so that localities can soon complete the criteria.../.
