Complete 100% of the review, proposal and completion of policies and institutions related to legal support activities for businesses, ensuring timeliness, synchronization, efficiency, feasibility and suitability for each stage of the city's development. That is one of the goals of the Plan to implement Decision No. 84/QD-TTg dated January 14, 2026 of the Prime Minister and Decision No. 868/QD-BTP dated March 29, 2026 of the Minister of Justice on implementing the interdisciplinary legal support program for small and medium-sized enterprises and business households in Hai Phong city in the period of 2026 - 2030 recently issued by the City People's Committee.
The plan was issued to improve the quality of state management in legal support for businesses; Helps small and medium-sized enterprises and business households promptly grasp legal regulations, improve a culture of legal compliance, and proactively resolve difficulties and legal problems in production and business activities. At the same time, ensure timely, synchronous and effective implementation of tasks and solutions according to Decision No. 84/QD-TTg of the Prime Minister and Decision No. 868/QD-BTP of the Ministry of Justice in Hai Phong city in the period of 2026 - 2030.
The plan also clearly identifies key tasks, solutions and roadmap for implementing legal support activities for businesses; Assign specific responsibilities to Departments, committees, branches, commune-level People's Committees and relevant agencies and units to improve coordination and implementation efficiency.
Through that, the city aims to strengthen institutional capacity, improve law enforcement efficiency and legal access of the business community; contributing to improving the investment and business environment, promoting sustainable socio-economic development.
In this Plan, the City People's Committee requires legal support activities for businesses to be implemented consistently and synchronously, closely following current legal regulations, the content of Decision No. 84/QD-TTg of the Prime Minister and Decision No. 868/QD-BTP of the Ministry of Justice, and in accordance with practical requirements, specific industries, fields, areas and beneficiaries.
Tasks are clearly defined in terms of content, implementation progress, output products and responsibilities of each presiding and coordinating agency and unit; Ensuring feasibility, focus, key points, consistent with support goals and ability to mobilize resources, while ensuring openness, transparency, efficiency, and savings.
The plan also emphasizes the need to strengthen coordination mechanisms between state agencies and business representative organizations, professional associations, legal service providers and related units; Promote communication and effective exploitation of information and data on policies, laws and law enforcement organizations to improve the effectiveness of legal support for businesses.
In addition, the city will promote the application of information technology and digital transformation in legal support activities, creating conditions for businesses to have more convenient access to legal information, legal advice and related support services.
The city also set many specific goals in legal support activities for businesses in the period 2026 - 2030. In particular, for the provision of legal information, the city strives to ensure that 100% of the legal database is built and integrated on the City Electronic Information Portal, the Law Dissemination and Education Information Page and the Information Portal of Departments and branches for businesses to exploit and use for free. At the same time, ensure that 100% of businesses have the ability to access basic legal information about investment and business activities, of which at least 80% have access through digital platforms; 100% of businesses' needs for providing legal information are met promptly in appropriate, practical and effective forms.
For legal knowledge training activities, the city sets a target of at least 80% of civil servants, public employees, people doing legal work, advising and deploying legal support for businesses to be equipped with relevant legal knowledge and skills. Along with that, at least 80% of businesses participate in learning and exploiting legal information on online and digital platforms; At least 90% of beneficiaries are satisfied with the quality of legal support activities.
In legal consulting activities, the city strives to ensure that at least 80% of business consulting requests through the Interdisciplinary Legal Support Program are resolved or recommended to competent authorities for consideration and handling./.
