(Haiphong.gov.vn) - Faced with problems in site clearance work that, if not resolved promptly, will affect the overall progress of the entire project, on the afternoon of August 4, Vice Chairman of the City People's Committee Nguyen Duc Tho and leaders of related functional branches, units and localities on the ground inspected the progress of the implementation of the Rao 1 Bridge Construction Investment Project.
According to the report of the Traffic Construction Investment Project Management Board, on the construction situation of bridges and intersections, out of a total of 28 pillars and abutments, the contractor has currently completed 19 pillars; 8 pillars and abutments under construction; 1 pillar has not been constructed due to lack of ground, which is the T5R pillar at the right branch bridge at the corner of Cat Bi street; and 3 pillars and abutments are still entangled with 22kv underground lines and water lines; Completed 3/10 spans of casting concrete beams of the main bridge; The steel arch main span of nearly 3,000 tons is being manufactured at factories to serve construction... The realized value reached more than 405 billion VND, equal to about 40% of the contract value.
Regarding the construction of technical infrastructure on Lach Tray road, construction units are focusing on dismantling and relocating pavement structures and undergrounding the low-voltage electrical system.
The site is still stuck at the corner of Cat Bi street, related to the construction of the T5R pillar site.
Reporting at the meeting, the leaders of the Project Management Board said that one of the difficulties affecting the current project construction is that since the beginning of 2021, the price of steel bars on the market has increased dramatically, exceeding the contract price by over 40%, and the supply is unstable, greatly affecting the financial resources of contractors. Along with that, the demolition of the old Rao bridge to construct the main pillar T2 encountered obstacles such as: bridge girders, old bridge concrete structures still lying on the river bottom for more than 40 years, causing difficulties in constructing the fin frame, demolishing the pier base and pulling out the concrete piles of the old bridge to drill bored piles... Up to this point, except for the ground on the shore of Duong Kinh district, which has been basically completed, problems with site clearance work in the remaining 3 districts include: NgoQuyen, Hai An and Le Chan. In particular, some locations within the critical progress path in Ngo Quyen and Hai An districts need to be urgently liberated to ensure the overall progress of the entire project.
Vice Chairman of the City People's Committee Nguyen Duc Tho requested Hai An and Ngo Quyen districts to focus heavily on site clearance work.
Concluding the meeting, Vice Chairman of the City People's Committee Nguyen Duc Tho emphasized that in recent times, although the Covid-19 epidemic has significantly affected the construction human resources, the handling of the old abutment structure to build a new abutment on the shore of Duong Kinh district has encountered many difficulties, however, the project implementation progress up to this point basically meets the requirements.
Regarding site clearance work to serve the project, the Vice Chairman clearly stated that as a key project, the Rao Bridge Investment and Construction Project has always been the city's focus on leadership, direction, prioritizing capital sources, and arranging resettlement for site clearance so that the project can be completed most smoothly, so the participation and determination of local leaders is most needed. The Vice Chairman requested Hai An and Ngo Quyen districts to focus heavily on site clearance, immediately resolving 6 households related to Lach Tray road (completed before August 11); 11 households related to Cau Rao market (completed before August 20); and the remaining households review and make plans to complete in August; For 2 households on Cat Bi street (Hai An district), they must strive to complete before August 8 to restoreConstruction work at locations within the progress critical path.
Regarding the construction work, Vice Chairman Nguyen Duc Tho requested the Project Management Board along with the Contractor Consortium and Supervision Consultant to focus on human resources and means to speed up progress, in the spirit of not delaying the planned completion date. The Vice Chairman also noted that during the construction process, it is necessary to ensure road and waterway traffic safety, labor safety issues and environmental sanitation in the area surrounding the project.
