Implement Plan No. 62/KH-BCD dated June 7, 2024 of the Steering Committee for Innovation, Development of the City's Collective Economy and Cooperatives on the Steering Committee's activities in 2024.
Conference overview
On October 22, 2024, the Department of Finance - the Standing agency of the Steering Committee coordinated with the Department of Business Registration Management - Ministry of Planning and Investment to organize a training course for state management officials on the collective economy of Hai Phong city in 2024.
Implementing Resolution No. 20-NQ/TW dated June 16, 2022 of the XIII Party Central Committee on continuing to innovate, develop and improve collective economic efficiency in the new period, the Standing Committee of Hai Phong City Party Committee issued Action Program No. 53-CTr/TU dated July 17, 2023 for implementation.
The goal of Hai Phong city is to develop a dynamic, effective and sustainable collective economy, together with the state economy, to become a solid foundation for the city's socio-economic development with many models of cooperation and association on the basis of respecting the nature, values and principles of the collective economy, attracting more and more farmers, households, individuals and organizations to participate; contributing to improving the income and quality of life of members and households, implementing progress and social justice, promoting rapid and sustainable development, and ensuring national defense and security of Hai Phong city.
Currently, in the city there are 600 cooperatives, cooperative unions, and 84 cooperative groups, of which:
– There are 384 cooperatives and cooperative unions in operation with about 67 thousand members, creating regular jobs for more than 9 thousand workers.
– There are 216 cooperatives that have stopped operating and have not yet completed dissolution procedures due to many problems in handling assets, finances and paying debts, but have no management apparatus, no assets or finances, so they are no longer able to pay debts.
To properly implement state management of the collective economy in the city, training for state management officials on the collective economy in districts is paid attention to by the city every year.
On May 16, 2024, the Ministry of Planning and Investment issued Circular No. 09/2024/TT-BKHDT promulgating forms for implementing registration procedures for cooperative groups, cooperatives, and cooperative unions and regulations on information content, updating, exploitation and management of the National Information System on cooperatives.
On July 18, 2024, the Government issued Decree No. 92/2024/ND-CP on registration of cooperative groups, cooperatives, and cooperative unions.
To update the regulations in the newly issued Decree and Circular, organizing training and refresher courses to help officials and civil servants directly update knowledge and new regulations on registration of cooperative groups, cooperatives, and unions of cooperatives is very necessary. The conference had nearly 50 civil servants working in state management of collective and cooperative economies in the area at the Department of Finance, People's Committees of districts and the City Cooperative Alliance.
The training and refresher course has helped civil servants better grasp the newly issued regulations, handle the registration of cooperative groups, cooperatives, and cooperative unions in the area, and at the same time be able to handle the dissolution of cooperatives that are no longer operating in the area more effectively./.
