Strengthen inspection and checking of late payment and outstanding debt of social insurance, health insurance, and unemployment insurance

– According to information from Hai Phong Social Insurance, as of November 30, 2023, the entire city has 603 units and businesses that are regularly late in paying and owe social insurance, health insurance, and unemployment insurance for 2 months or more with an amount of 662.1 billion VND, greatly affecting the funding source for paying pensions, social insurance benefits, and unemployment insurance. (UI), covers medical examination and treatment costs covered by health insurance (HI) and ensures the rights of participants in social insurance, health insurance, and unemployment insurance.

On December 7, 2023, the City People's Committee issued Document No. 3068/UBND-VX on strengthening inspection and checking late payment and outstanding debt of social insurance, health insurance, and unemployment insurance.

Accordingly, the City People's Committee assigned the Department of Labor, War Invalids and Social Affairs, the City Inspectorate, the Department of Finance, the City Tax Department, the City Police, the City Labor Federation... to actively coordinate with the City Social Insurance to strengthen inspection, examination and urge agencies, units and businesses within the scope and field of management to strictly implement the Law on Social Insurance, the Law on Health Insurance, the Law on Employment, the Law on Occupational Safety and Hygiene. Operate and collect and pay social insurance, health insurance, and unemployment insurance in accordance with the provisions of law to reduce the delay in payment of social insurance, health insurance, and unemployment insurance; Require full payment for social insurance participants who are required to participate at employers; Strictly punish units and businesses that intentionally violate the implementation of social insurance, health insurance and unemployment insurance policies for peoplelabor pool. Police agencies at all levels coordinate with the social insurance agency to grasp the situation and consider taking some units that violate the law on social insurance and health insurance to handle them according to regulations.

The City People's Committee assigned the People's Committees of districts to strengthen direction in developing participants, reducing the amount of late payment of social insurance, health insurance, and unemployment insurance; Direct relevant departments to establish interdisciplinary inspection and examination teams to require units to strictly implement the Social Insurance Law and Health Insurance Law and impose penalties according to regulations; Determine the operating status of the enterprise as a basis to stop paying social insurance for units that no longer produce or do business, or are slow to pay social insurance, health insurance, and unemployment insurance; Timely transfer funding sources, support payment for health insurance participation for target groups and voluntary social insurance, do not delay payment of State budget contributions, support payment of health insurance and unemployment insurance.

The City People's Committee requested not to consider or comment on requests for rewards at all levels for agencies, units, and enterprises that are slow to pay social insurance, health insurance, and unemployment insurance; Units and businesses that are slow to pay social insurance, health insurance, and unemployment insurance need to research and consider approving bidding documents, land lease...

The City People's Committee assigned the Department of Information and Communications to preside and work with relevant agencies to strengthen communication on social insurance and health insurance policies, especially the slow payment of social insurance, health insurance and unemployment insurance in the city; List the names of units and businesses that are slow to pay social insurance, health insurance, and social insurance for a long period of time to the mass media.
